POSITION SUMMARY
The Senior Director of Enterprise Operations provides executive-level and tactical leadership for assigned department leaders, business units, operational systems, facilities, contracts, vendor relationships, cross-functional initiatives, and senior executive, administrative, and project management support functions. This position has P&L accountability for assigned business units and operational functions in partnership with the Executive Director, including achieving operational and financial goals; monitoring annual budget performance, volume and revenue forecasts, service delivery performance, long-term KPIs/OKRs, and operational planning efforts; and advancing strategic priorities. Through leadership of senior department leaders and key project initiatives, the position strengthens operational maturity, builds scalable systems and management infrastructure, and develops organizational capacity to support growth over a multi-year planning horizon.
Reporting to the Executive Director, the Senior Director of Enterprise Operations enhances organizational efficiency, effectiveness, and resilience through strategic operational planning, departmental performance management, financial stewardship, project delivery, and continuous improvement.
SUPERVISORY RESPONSIBILITIES
This position directly supervises assigned senior department leaders, project management staff, and assigned administrative support staff; monitors departmental and individual performance; supports hiring and performance management; coaches and develops team and department leadership; and reinforces accountability for strategic priorities, departmental operational goals, cross-organizational service excellence, and measurable outcomes within assigned business units. This position provides cross-functional leadership and collaboration across the organization by supporting the Executive Director in aligning priorities, resources, processes, and initiatives while maintaining accountability for assigned business units and other areas of responsibility.
ESSENTIAL FUNCTIONS / KEY RESPONSIBILITIES
Executive Operations and Strategic Leadership
- Partner with the Executive Director to advance strategic and tactical department goals; monitor KPIs/OKRs; improve organizational and process design; and support long-term organizational growth in assigned business units.
- Support the Executive Director in engagement with staff, stakeholders, and external partners, including representing the organization as delegated during Board of Directors meetings if requested.
- Make operational business-unit-specific decisions within delegated authority and elevate significant financial, legal, strategic, operational, or reputational matters to the Executive Director as appropriate.
- Prepare monthly operational department updates, KPI reports, and strategic progress reports, and provide recommendations to the Executive Director.
- Partner with the Executive Director and department/project leads on goal setting, including enterprise-wide KPIs/OKRs and tactical delivery goals that support organizational sustainability, growth, and effectiveness.
- Ensure legal, policy, regulatory, and compliance requirements are consistently met across the organization and in assigned business units.
- Provide operational leadership to department directors by guiding improvements in workflows, process management, systems, performance frameworks, and organizational resources to support productivity, quality, service delivery, team management, and achievement of strategic goals.
Operational and Project Leadership
- Lead senior manager-level staff by setting performance expectations as directed by the Executive Director, strengthening accountability, providing coaching, supporting leadership development, and aligning team execution with organizational goals in assigned business units.
- Refine operating models by clarifying department KPIs, OKRs, service levels, quality standards, and accountability structures needed to meet annual performance goals.
- Partner with Executive Director to develop operational volume, service delivery, revenue, and resource forecasts to support budget planning, staffing, service-level performance, and operational decision-making.
- Lead major operational projects and cross-functional initiatives from planning through implementation, ensuring clear scope, defined owners, realistic timelines, coordinated dependencies, stakeholder communication, risk management, adoption planning, and measurable business outcomes across the organization.
- Build operational capabilities and management infrastructure for information technology, data governance, and general operations; create scalable systems; and develop organizational capacity within assigned business units to support sustainability, consistency, stronger leadership, and process effectiveness over a multi-year planning horizon.
- Evaluate departmental operations and implement process improvements that increase efficiency, consistency, scalability, and cost-effectiveness as applicable to reach operational goals.
- Lead change management for major projects, department functions, new systems, technology implementations, data and policy governance process improvements, and strategic priorities, including stakeholder analysis, communication, training, adoption support, and post‑implementation reinforcement in assigned business units and cross‑organizationally as assigned.
- Monitor service delivery outcomes, stakeholder experience trends, service levels, workflow efficiency, quality standards, and performance targets to identify opportunities for improved responsiveness, consistency, continuous improvement, and statewide impact.
- Improve customer and stakeholder experience by designing scalable work processes, leveraging data and technology, and maintaining service quality, responsiveness, and operational consistency.
- Communicate policies, directives, priorities, and expectations to department heads, team leaders, and staff, and assist the Executive Director with policy, guideline, and process‑flow revisions assigned.
- Facilitate project intake, sequencing, prioritization, and resource planning to ensure major initiatives are appropriately scoped, staffed, resourced, and aligned with organizational capacity.
- Provide leadership and strategic direction to the Facilities Manager by establishing priorities, performance expectations, preventive maintenance programs, and operational standards.
- Guide facilities management strategy, office space planning, renovations, equipment replacement planning, physical asset management, and capital improvement initiatives in partnership with internal leaders to support safety, business continuity, employee experience, organizational growth, and operational effectiveness.
Organizational Development and Talent Leadership
- Build scalable departmental structures, support workforce planning, define role clarity, balance workloads, and ensure teams have the tools and resources needed to deliver consistent, high-quality services.
- Build a high‑performing, layered supervisory and management team by strengthening leadership capacity, clarifying accountability, reinforcing decision‑making practices, and supporting succession readiness in assigned business units.
- Partner with Human Resources to support career progression, skills development, and professional growth frameworks that align with organizational needs and leadership development goals.
- Hire, lead, mentor, evaluate, and develop staff in alignment with organizational policies and performance standards.
- Operational Excellence, Systems, Vendor Management, and Data Governance
- Lead the development and implementation of systems, processes, templates, roadmaps, playbooks, policies, and standards that support a scalable operating model across business units.
- In partnership with the Executive Director, establish risk management and disaster recovery protocols, documentation, process review practices, and guideline strategies to minimize organizational risk.
- Establish and monitor monthly, quarterly, and annual reporting rhythms, dashboards, and performance review practices that create a consistent cadence for data‑informed decisions across departments.
- Guide organizational data governance, data analysis, performance measurement, and reporting initiatives that translate organizational data into operational insights, strategic alignment, and continuous improvement priorities.
- Oversee enterprise‑level contract management, procurement, vendor management, and facilities‑related service agreements, including contract administration, negotiations, business terms, service‑level agreements, renewals, procurement activities, vendor performance expectations, service delivery monitoring, and resolution of performance issues.
- Oversee enterprise‑level information technology management, procurement, vendor management, and service‑level performance.
- Oversee facilities management processes and personnel, including daily facility operations, vendor relationships, building maintenance, janitorial services, security systems, landscaping, office equipment, utilities, and other facility service providers. Ensure facilities, physical assets, and equipment meet operational, safety, regulatory, and business continuity requirements.
- In partnership with Human Resources, oversee facility safety, physical security, emergency preparedness, and building compliance in coordination with internal leaders and external vendors.
- Strengthen cross‑functional departmental coordination, communication frameworks, and internal communication practices so leaders and teams understand priorities, decisions, timelines, standards, and accountability expectations across the organization.
- Provide leadership during high‑impact organizational events, planning cycles, fiscal decision‑making, and other critical initiatives.
Risk Management, Compliance, and Governance
- Lead efforts to identify, assess, and mitigate organizational risk and compliance obligations across assigned business units.
- Maintain a strategic and practical understanding of applicable laws, regulations, statutes, codes, licenses, and compliance requirements, and forecast their potential business impact.
- Oversee policy development and guideline implementation in partnership with the senior leadership team and Executive Director.
- Ensure contract and vendor oversight align with organizational standards, service expectations, and risk controls.
- Lead or support business continuity, emergency preparedness, and operational resilience planning to maintain critical services during disruptions or high‑impact events.
Financial, Contract, and Facilities Oversight
- In partnership with the Executive Director and Controller, direct annual departmental operating budget development and operational project planning for assigned business units.
- Maintain expense budget and P&L accountability for assigned business units, including oversight of departmental budgets, revenue and expense management, financial targets, forecasting, variance analysis, and corrective action planning.
- Apply and maintain current knowledge of nonprofit accounting principles; nonprofit federal, state, and local laws and regulations; organizational bylaws, articles, committee charters; and financial reporting requirements for nonprofit organizations.
- In collaboration with the Controller and Executive Director, develop and oversee annual facilities operating and capital budgets, including maintenance planning, lease obligations, equipment replacement, workplace improvements, and facility‑related expenditures.
- Evaluate operational contracts, procurement opportunities, and vendor performance to ensure fiscal responsibility, service quality, and alignment with organizational objectives.
Education, Marketing, and Events Leadership
- Provide strategic oversight for education, marketing, and event programs and teams, including local and statewide conferences, workshops, digital education, and other educational initiatives.
- Direct the development and delivery of high‑quality, industry‑specific, bilingual education and training programs.
- Oversee marketing and PR strategy, campaigns, and paid and organic advertising efforts to increase audience reach, use of the 811 service, stakeholder engagement, and course and event success.
- Build and maintain strong relationships with internal stakeholders, external partners, vendors, sponsors, agencies, and industry participants to ensure consistent service excellence and revenue growth.
- Support stakeholder relationship strategies that strengthen member trust, industry engagement, and alignment with Colorado 811’s public safety mission.
- Information Technology and Data Governance Strategy
- Guide the organization’s cross‑departmental technology ecosystem and data governance strategy to enhance internal operations, strengthen data security and governance, and optimize the use of technology across multiple business units.
- Lead IT and Data Governance teams and initiatives by setting clear performance expectations, establishing policies and guidelines, ensuring alignment with all applicable laws and organizational policies, and reinforcing accountability to support a hybrid work environment.
- Oversee data governance, cybersecurity, and technology initiatives as part of IT and Data Governance/Analytics departmental oversight; support enterprise process automation; and evaluate technology solutions that streamline operations and improve organizational efficiency across multiple business units.
- Champion adoption of new technology systems, tools, processes, and data‑driven, technology‑enabled workflows by ensuring clear communication, training, accountability, and user readiness.
- Develop and execute a multi‑year, scalable IT and data strategy and disaster recovery plan aligned with organizational goals and service delivery needs.
WORK ENVIRONMENT
Location: This role operates in a hybrid work environment with remote work and onsite collaboration based on organizational needs. The employee must reside within a reasonable commuting distance of Golden, Colorado, and be available to work onsite as required.
Travel: Occasional local, statewide, or national travel, estimated at up to 10%, may be required for meetings, conferences, events, training, stakeholder engagement, or other duties as assigned.
Hours: Standard business hours are 7:00 a.m. to 5:00 p.m. Mountain Time. Evening or weekend work is required on occasion to support organizational and business needs.

QualificationsREQUIRED EDUCATION
- Bachelor’s degree (BA/BS) in Business Administration or a related field is required.

REQUIRED WORK EXPERIENCE
- Minimum of ten (10) years of progressively responsible leadership experience supporting and leading director- and senior manager-level teams and overseeing multi‑department operations, cross‑functional initiatives, and complex organizational priorities.
