Senior Director, FP&A & Program Finance

Position Summary MARTAC is seeking an experienced Senior Director, FP&A & Program Finance to lead the Company\'s financial planning and analysis and program finance functions and build the financial infrastructure required to support MARTAC\'s continued growth. Reporting directly to the CFO/CAO, this individual will have a broad mandate spanning corporate FP&A, program finance, government contract cost accounting, indirect rate development, ERP implementation, financial systems, and DCAA readiness. This is a highly visible, hands-on leadership and transformation role. The successful candidate will not inherit fully mature FP&A and program finance environments. This individual will be expected to design, build, implement, and institutionalize scalable processes, systems, controls, reporting, and financial governance while simultaneously providing executive leadership with rigorous forward-looking financial analysis. A critical component of the role will be establishing MARTAC\'s government contracting financial infrastructure, including indirect cost pools, allocation bases, indirect rates, cost accumulation structures, labor charging practices, program financial controls, and supporting policies and procedures. The Senior Director will also serve as a key Finance leader in implementation of the Company\'s new ERP platform, ensuring that program finance, government contracting, cost accounting, and management reporting requirements are appropriately incorporated into system design. The ideal candidate is a builder and practitioner with deep aerospace and defense program finance and government contracting expertise who has personally designed or materially improved these capabilities—not simply operated within mature systems established by others.

Key Responsibilities

  • Program Finance Leadership & Infrastructure
  • Build and lead MARTAC\'s Program Finance function, including the organizational structure, processes, systems, tools, reporting, controls, and governance required to effectively manage financial performance across the Company\'s portfolio of programs.
  • Establish standardized program financial management policies, procedures, templates, reporting requirements, and review cadences.
  • Design appropriate contract, program, project, task, CLIN, and Work Breakdown Structure (WBS) structures to support effective cost accumulation, budgeting, forecasting, reporting, and financial management.
  • Establish program budgets and financial baselines and develop appropriate governance over baseline changes.
  • Develop and implement rigorous Estimate at Completion (EAC) and Estimate to Complete (ETC) methodologies and review processes.
  • Establish standardized forecasting processes for program revenue, cost, gross margin, cash flow, labor, material, subcontractors, travel, and other program expenditures.
  • Develop program-level risks and opportunities processes and ensure financial risks and opportunities are appropriately incorporated into forecasts and EACs.
  • Establish recurring program financial reviews with Program Management and executive leadership.
  • Develop standardized dashboards and reporting providing timely visibility into program revenue, cost, margin, schedule, cash, funding, backlog, billing, collections, commitments, and forecast performance.
  • Establish processes to identify and escalate potential cost overruns, schedule impacts, margin erosion, funding issues, scope changes, and other program financial risks.
  • Provide independent financial challenge to program assumptions and forecasts.
  • Partner with Program Management to improve financial accountability, EAC discipline, and forecast accuracy.
  • Support financial management of fixed-price, cost-reimbursable, time-and-materials, milestone-based, and other contract structures.
  • Support pricing, proposals, contract modifications, change orders, and other government and commercial contracting activities.
  • Financial Planning & Analysis
  • Lead the Company\'s annual operating plan, budgeting, forecasting, and long-range financial planning processes.
  • Establish a disciplined monthly and quarterly forecasting process across the organization.
  • Develop and maintain integrated forecasts for revenue, gross margin, operating expenses, EBITDA, cash flow, working capital, headcount, and capital expenditures.
  • Integrate individual program forecasts and EACs into the consolidated Company financial forecast.
  • Analyze actual financial performance against budget, forecast, prior periods, and other relevant benchmarks.
  • Identify the operational drivers underlying financial results and clearly communicate risks, opportunities, trends, and recommended actions to executive leadership.
  • Develop scenario analyses and financial models supporting strategic decisions, capital investments, hiring, capacity expansion, make/buy decisions, pricing, and other business initiatives.
  • Develop and maintain key performance indicators and executive dashboards.
  • Prepare monthly and quarterly management reporting and financial materials for executive leadership.
  • Support preparation of financial analyses and materials for the Board of Directors, investors, lenders, and other stakeholders.
  • Partner closely with Accounting to ensure forecasts and management reporting appropriately reflect GAAP accounting policies and actual financial results.
  • Support liquidity planning, cash forecasting, working capital management, and capital allocation decisions.
  • Continuously improve forecasting accuracy, reporting efficiency, and management visibility into future financial performance.

Government Contracting, Indirect Rates & Cost Accounting

The Senior Director will have significant responsibility for designing and implementing MARTAC\'s government contracting cost accounting infrastructure. Responsibilities include:

  • Design and establish the Company\'s indirect cost structure, including appropriate cost pools, allocation bases, service centers, and allocation methodologies.
  • Determine appropriate treatment and structure for fringe, overhead, manufacturing overhead, engineering overhead, G&A, and other applicable indirect costs based upon MARTAC\'s operating model and government contracting requirements.
  • Develop and maintain forward pricing rates, provisional billing rates, forecast rates, actual indirect rates, and other applicable rate structures.
  • Establish annual indirect expense budgets and allocation-base forecasts supporting rate development.
  • Establish processes for routinely monitoring actual indirect rates against budgeted, forecast, billing, and target rates.
  • Analyze rate variances and their impact on program profitability, pricing, revenue, margins, and cash flow.
  • Perform sensitivity analysis around changes in direct labor, headcount, manufacturing volume, facility costs, revenue, and other drivers affecting indirect rates.
  • Establish and document appropriate direct versus indirect cost charging practices.
  • Develop policies, procedures, controls, and training supporting consistent cost classification throughout the organization.
  • Establish methodologies and controls for identifying, segregating, and excluding FAR-unallowable costs from applicable government contract costs, billings, claims, and indirect rate calculations.
  • Design cost accumulation practices that appropriately capture costs by contract, program, project, task, CLIN, WBS, or other required level.
  • Establish processes for monitoring contract funding, ceilings, limitations, and other financial requirements.
  • Partner with Accounting to ensure indirect cost structures and allocation methodologies are appropriately reflected in the general ledger and supporting financial systems.
  • Ensure indirect allocation methodologies are consistently applied, adequately documented, and supportable under government scrutiny.
  • Evaluate the applicability of Cost Accounting Standards (CAS) and establish appropriate processes and controls supporting applicable requirements.
  • Support development of Disclosure Statements and other cost accounting documentation if and when required.
  • Establish an ongoing governance process for reviewing and updating the Company\'s indirect cost structure as the business grows and evolves.

DCAA Readiness & Government Contracting Compliance

  • Serve as a senior Finance leader responsible for establishing financial processes, systems, controls, and documentation designed to satisfy applicable DCAA, FAR, DFARS, and CAS requirements.
  • Lead Finance activities supporting the Company\'s DCAA readiness roadmap.
  • Assess existing processes and identify gaps relative to applicable government contracting requirements.
  • Establish and/or strengthen processes and controls related to:
    o Timekeeping and labor charging
    o Labor corrections and transfers
    o Direct versus indirect cost classification
    o Indirect cost pools and allocation bases
    o Fringe, overhead, and G&A rates
    o Cost allowability
    o Unallowable cost segregation
    o Contract and project cost accumulation
    o Contract funding and limitation monitoring
    o Subcontractor and other direct cost management
    o Documentation and audit trails
  • Partner with HR, Accounting, Program Management, and IT to establish and maintain compliant timekeeping and labor charging practices.
  • Develop policies, procedures, controls, training, and documentation necessary to support sustainable government contracting practices.
  • Support DCAA accounting system reviews, audits, rate reviews, proposal audits, and other government financial examinations.
  • Support development of incurred cost submissions, provisional billing rate submissions, forward pricing rate proposals, and other applicable government contracting submissions.
  • Coordinate with outside government contracting advisors when specialized technical assistance is required.
  • Identify compliance gaps and work cross-functionally to implement sustainable corrective actions.
  • Establish an environment that is operationally sustainable and capable of withstanding government and customer scrutiny.

ERP Implementation & Financial Systems Transformation

The Senior Director will serve as a key Finance leader in the implementation of MARTAC\'s new ERP platform. Responsibilities include:

  • Define detailed Finance and Program Finance business requirements for the ERP implementation.
  • Ensure government contracting, Program Finance, FP&A, cost accounting, and management reporting requirements are incorporated into ERP design from the outset rather than addressed through manual processes after implementation.
  • Partner with Accounting, IT, Operations, Supply Chain, Contracts, Engineering, Program Management, HR, and implementation partners to design an integrated financial environment.
  • Provide leadership and subject matter expertise regarding:
  • Chart of accounts and organizational structures
  • Contract, program, project, task, CLIN, and WBS structures

Business Partnership & Leadership

  • Serve as the senior financial business partner to Program Management and a key financial partner to Operations, Engineering, Supply Chain, Contracts, Business Development, and executive leadership.
  • Serve as a trusted advisor to the CFO/CAO and executive leadership team.
  • Translate complex financial information into actionable business insights and recommendations.
  • Provide an independent financial perspective and appropriately challenge operating and program assumptions.
  • Build financial discipline and accountability throughout the organization.
  • Recruit, develop, and lead FP&A and Program Finance personnel as the organization grows.
  • Establish clear roles, responsibilities, processes, and performance expectations within the function.
  • Develop scalable processes capable of supporting significant growth in revenue, backlog, program complexity, and headcount.
  • Drive continuous improvement in financial processes, systems, reporting, controls, and forecast accuracy.
  • Support strategic planning, transaction readiness, due diligence, capital raising, and other corporate initiatives as required.

Required Qualifications

  • Bachelor\'s degree in Finance, Accounting, Business, Economics, or related field.
  • 12–15+ years of progressive finance experience, including substantial experience within aerospace, defense, government contracting, or another significant U.S. Government contracting environment.
  • Significant leadership experience in Program Finance, including direct responsibility for program budgets, EACs, ETCs, revenue, cost, margin, cash flow, and overall program financial performance.
  • Demonstrated experience building, implementing, or materially redesigning Program Finance infrastructure.
  • Demonstrated hands-on experience designing and establishing indirect cost pools, allocation bases, and indirect rate structures.
  • Demonstrated experience developing and managing forward pricing, provisional billing, forecast, and actual indirect rates.
  • Deep practical knowledge of FAR, FAR Part 31, DCAA requirements, and applicable CAS requirements.
  • Demonstrated experience establishing direct and indirect charging practices and processes for identifying and segregating unallowable costs.
  • Experience designing government contract and project cost accumulation structures.
  • Demonstrated experience supporting DCAA audits, accounting system reviews, rate reviews, or similar government financial examinations.
  • Experience establishing or materially improving labor charging and timekeeping processes in a government contracting environment.
  • Strong FP&A capabilities, including budgeting, forecasting, long-range planning, financial modeling, variance analysis, and executive reporting.
  • Significant experience participating in or leading ERP implementations or financial systems transformations.
  • Demonstrated ability to translate government contracting and Program Finance requirements into ERP architecture, business processes, controls, and reporting.
  • Strong understanding of manufacturing, inventory, supply chain, labor, and project accounting within a program-based business.
  • Advanced financial modeling, analytical, and problem-solving capabilities.
  • Strong executive communication and presentation skills.
  • Demonstrated ability to influence Program Managers and operational leaders and drive financial accountability.
  • Demonstrated experience building financial processes and infrastructure rather than solely administering mature processes developed by others.

Preferred Qualifications

  • MBA, CPA, CMA, or other relevant advanced degree or professional certification.
  • Significant aerospace and defense industry experience.
  • Experience in maritime systems, autonomous systems, robotics, advanced manufacturing, or other complex engineered products.
  • Experience preparing an organization for a DCAA accounting system review.
  • Experience with incurred cost submissions, forward pricing rate proposals, provisional billing rates, and related government contracting requirements.
  • Experience with Earned Value Management concepts and program performance measurement.
  • Experience implementing an ERP within a government contracting and manufacturing environment.
  • Experience operating in both large, sophisticated defense contractors and smaller high-growth organizations.
  • Experience supporting capital raising, M&A, transaction readiness, or public-company readiness.

Candidate Profile

MARTAC is specifically seeking a builder and practitioner—not simply an administrator of established systems. The successful candidate must have personally designed, implemented, or materially improved the financial infrastructure required to manage complex government programs. This individual should be capable of independently assessing MARTAC\'s operating model and contract portfolio and recommending:

  • What costs should be direct versus indirect
  • What indirect cost pools should be established
  • Which allocation bases are appropriate and why
  • How indirect rates should be developed, forecast, monitored, and managed
  • How program and contract costs should accumulate
  • How programs and WBS structures should be established
  • How labor should be charged and controlled
  • How unallowable costs should be identified and segregated
  • How EACs and ETCs should be developed and governed
  • How these requirements should be configured within the Company\'s ERP
  • What controls, policies, procedures, and documentation are required to support DCAA readiness
  • How individual program forecasts should roll into the consolidated Company financial outlook

The Senior Director must be comfortable moving seamlessly between strategic and highly detailed issues—from presenting the consolidated Company forecast to executive leadership to understanding why the labor hours, material costs, indirect rates, schedule, or ETC assumptions on an individual program have changed. Most importantly, this individual must build a financial environment that provides management with early visibility into program performance, financial risk, margin, cash requirements, and required corrective actions rather than simply reporting results after they occur.
