Position Purpose

Responsible for establishing, developing and managing the environmental, health and safety (EH&S) programs. Develops and drives EH&S strategy, cultural change and continuous improvement of EH&S practices in alignment with regulatory requirements, industry best practices and global standards. Identifies and mitigates EH&S risks in support of business performance and reliability goals. Provides regulatory expertise to strategize and maximize the company position within safety, health and environmental economic programs and interact with regulatory officials. Coordinates environmental, health, PSM, security and safety programs with an emphasis on identification and communication of regulatory requirements to facility personnel.

Primary Duties / Responsibilities

  • Develop EH&S strategies and mitigation plans which are consistent with business performance, regulatory requirements and reliability.
  • Assess the safety culture and develop strategies to monitor and continuously improve the overall EH&S culture. Drive EH&S strategy, continuous improvement initiative and EH&S culture that aligns with EH&S practices in the business.
  • Directs, conducts and participates in EH&S site assessments by EH&S team members to ensure compliance with policies and practices.
  • Ensure through audits that EH&S programs have been implemented across the business and sites. Work closely with managers and site supervisors to ensure effective implementation and enforcement of policies and procedures.
  • Serve as contact for regulatory agencies. Provide notifications to government agencies as required. Act as the company’s EH&S lead in investigations or compliance issues with outside agencies. Provide expert support to outside regulatory agencies.
  • Develop and manage hazardous materials emergency response and contingency planning efforts. Coordinate with response contractors.
  • Prepare and manage the EH&S budget.
  • Supervise two EH&S managers directly. Indirectly support a team of 10 EH&S field representatives and ensure that the appropriate organizational structure, staffing, technical knowledge and prioritization of work support the business objectives and compliance.
  • Design and implement supervisor and employee EH&S training programs. Identify and coordinate environmental and safety training programs for all employees.
  • Manage environmental record keeping and reporting program. Ensure that each site maintains the appropriate EH&S records for permitting, compliance and training records.
  • Audit and measure the effectiveness of hazard controls and hazard control programs and communicate results to management.
  • Lead or participate in accident or incident investigations, including conducting root cause analysis. Review all accident or incident investigations. Work with management, HR and other EH&S employees to determine corrective actions.
  • Oversee workers’ compensation management program. Work with HR and supervisors to ensure that employees are fit for duty to return to work.
  • Observe and comply with all standard safety code and practices.
  • Act as a member of the division senior leadership team and actively contribute to the development and implementation of the broad enterprise strategy, culture and governance processes.
  • Manage, participate in and coordinate the implementation of PSM and monitor and sustain compliance in conjunction with PSM and operations team.
  • Experience with quality and continuous improvement programs is a plus.
  • Implement corporate VNA EH&S policy and directives within the business unit and provide periodic reports on EH&S KPIs to corporate as required.

Qualifications

Education / Experience / Background

  • B.S. or M.S. degree in EHS, Engineering, Industrial Safety or related EHS discipline.
  • Minimum 12 years of experience with safety and environmental programs in a chemical, refinery or water treatment facility.
  • Minimum 5 years of leading teams or direct people management required.
  • Prior experience as the senior EH&S manager involving multiple sites preferred.
  • Experience with compliance programs for the OSHA industry, construction and PSM standards.
  • Experience with multimedia permitting: air, water, stormwater and solid waste.

Knowledge / Skills / Abilities

  • Must be familiar with federal, state and local regulations.
  • Strong interpersonal and written communication skills are required.
  • Requires a high degree of professionalism.
  • Requires the ability to work well independently and effectively with others on a daily basis.
  • Must be detail‑oriented and able to handle multiple tasks and prioritize work effectively.
  • Must be able to develop innovative and creative ways to drive the EH&S culture throughout the business while maintaining high levels of compliance.
  • Highly proficient in the development of strategies, objectives and plans to achieve short‑ and long‑term objectives for the department.

Additional Information

Pay Range: $160,000 to $180,000 per year.
