Role Overview

The Senior Azure Engineer will report to the Director of Infrastructure, ensuring that the overall work within the Systems team flows smoothly and drives operational efficiency and effectiveness and strategic alignment. The experienced Senior Azure Engineer should have a strong background in programming and will join our team on‑site. In this role, you will be responsible for designing, implementing, and maintaining Azure‑based solutions while leveraging your programming expertise to optimize cloud infrastructure and application performance. You will collaborate with cross‑functional teams in a dynamic, in‑person environment to deliver scalable, secure, and efficient cloud solutions that align with business objectives.

Ideally, you will combine your technical skills and have project management experience to drive the key strategic technology initiatives in the Systems department for our Strategic Plan.

Department Accountabilities

Infrastructure and Network Development and Maintenance

Develop and maintain the (on‑premises and Azure) infrastructure and network including network planning, operational tasks, data management, incident logging, reporting, systems monitoring, systems testing and disaster recovery.

Support Users and Business Units

Provide support, advice, training and assistance to users to resolve queries and ensure the applications/website capabilities are well understood by MSF‑USA.

Product Development & Innovation

Develop existing and new applications by analyzing and identifying areas for modification to improve the "As Is" and meet MSF needs.

Information Security

Develop specifications for, advise on and implement information and security solutions and tools to protect and monitor security incidents and prevent unauthorized access or damage.

Support MSF Movement

Support technology operations on behalf of the movement in the US home society. Share expertise with the rest of the movement by participating in Communities of Practice, and other collaborating initiatives.

Application Management

Implement applications, including data migration, to support MSF Strategy. Provide governance designed to ensure applications run at peak performance and as efficiently as possible, from the end‑user experience to integrations. Implement and support new features as needed. Ensure access administration and support end‑users.

Roles Specific Outcomes

Infrastructure/Network Development, Maintenance and Modernization

Participate in the development of architecture blueprints for related systems. Design and select storage, data center, network, and client/server environments to design solutions in line with industry best practice and provide a third‑line point of escalation for appropriate global infrastructure solutions.

Technical Developments Recommendations

Discuss and recommend technical developments to improve quality of the website/portal/applications software and supporting infrastructure to better meet users’ needs.

Software Development

Develop existing applications and contribute to development of new applications by analyzing and identifying areas for modification and improvement. Develop new applications to meet customer requirements.

Business Requirements Identification

Collect organizational requirements using a variety of methods such as interviews, document analysis, workshops, and workflow analysis to express the requirements in terms of target user roles and goals.

Information Security

Implement and provide input on the design of required security measures such as firewalls or message encryption, monitoring performance to notify security experts of any problems.

Information and Business Advice

Provide specialist advice on the interpretation and application of policies and procedures, resolving queries and issues and referring to very complex or contentious issues to others.

Stakeholder Management

Plan and deliver stakeholder engagement activities to develop effective project working relationships and to ensure that stakeholder needs and concerns are identified and met.

Reporting and Review

Specify and lead the delivery of the review process to ensure that stakeholders can evaluate progress and agree on change at appropriate points.

Procedural Improvement

Lead on procedural development and improvement, informed by policy and operating frameworks, to improve the quality, effectiveness, and efficiency of services.

Support MSF Movement

Lead assigned projects and coordinate any necessary dependencies with MSF-Shared IT Services (Prague).

Complexity and Problem‑Solving Skills

  • Works effectively in situations where requirements are incomplete or evolving, clarifying objectives, making informed assumptions, and driving progress without waiting for perfect information.
  • Structured approach to complex problems: Breaks down large, interconnected technical and organizational challenges into manageable components, identifies root causes, and develops solutions that balance short‑term needs with long‑term sustainability.
  • Identifies and evaluates risks, issues, dependencies, and constraints associated with the project, escalating where appropriate. Where necessary, develop, agree on, and implement solutions to overcome these.

Desired Qualifications & Experience

  • 7+ years of increasing responsibility for either:
    • Technical subject matter expertise (preference for experience working with Azure IaaS, PaaS, and SaaS services).
    • Programming expertise using programming languages such as Python, C#, PowerShell, or JavaScript to automate cloud operations and workflows
    • Windows and Linux Server Management
  • Very familiar with networking and infrastructure concepts, such as Microsoft Application Stack (e.g. Active Directory, O365), Cisco networking and unified collaboration technologies, Windows Server/Desktop OS, VMWare/HyperV, IP based networking, cloud management.
  • Experience with any of the following highly desirable: CRM, HRIS, intranet solutions SharePoint, enterprise financial software, networks and infrastructure
  • Experience establishing and implementing core aspects of infrastructure and networks within a small to medium sized organization.
  • Experience working with managed services and/or shared services
  • Strong communication skills with both technical and non‑technical stakeholders
  • Committed to successful project planning and execution of network operations.
  • Experience working in an international NGO
  • Interest in technology issues of relevance for humanitarian organizations (whether in a headquarters or field setting)

Travel Requirements

Must be willing to travel for work as needed.

Office Location

New York, NY (Hybrid). This role is based in our New York office, where most of the team and operational infrastructure are located. Due to current staffing and budget constraints, we’re unable to support this position in our DC or California offices.

Compensation

$101,769 - $152,653. In alignment with MSF USA’s compensation framework, new hires are generally offered between the minimum and midpoint of the range based on relevant experience, skills, and internal equity.
