DCAS Information Technology works in conjunction with the NYC Office of Technology and Innovation (OTI) on the daily management and support of the DCAS computer network. DCAS IT team members are responsible for the agencies software and hardware needs, the development and maintenance of applications, maintenance of the DCAS internet and intranet (DCASConnect) sites, the DCAS Help Desk, telecommunications services and equipment for DCAS employees, and the Cyber Security program to thrive any attempts at unauthorized access to the network.


The candidate selected for this role will be a Senior Application Developer responsible for owning the technical direction of enterprise applications, mentoring development staff, and driving architectural decisions. The candidate will work closely with stakeholders and vendor teams to transition and modernize platforms managed by the DCAS internal team, in addition to providing technical leadership and coverage for other critical citywide systems.


Additional functions will include:



  • Design and implement scalable, secure, and high-performance web applications on the Microsoft Azure technology stack.

  • Own the technical direction of enterprise .NET solutions across front-end, middle, and back-end tiers.

  • Lead architectural reviews and establish coding standards and best practices across the development team.

  • Mentor junior and mid-level developers through code reviews, pair programming, and technical guidance.

  • Independently translate complex business requirements into technical designs and actionable development tasks.

  • Build and maintain integrations with enterprise systems, RESTful APIs, and cloud services.

  • Implement and maintain CI/CD pipelines and automate development and deployment processes.

  • Conduct requirements gathering and collaborate effectively with non-technical stakeholders.

  • Perform quality assurance testing, write unit and integration tests, and identify bugs and performance issues.

  • Scale applications and optimize performance to meet business requirements and SLAs.

  • Lead the successful delivery, maintenance, and long-term enhancement of production systems.

  • Perform user support and application maintenance for critical citywide systems.

  • Produce and maintain technical documentation and contribute to the agency’s broader IT standards.

  • Research emerging technologies and recommend solutions aligned with agency goals and security standards.

COMPUTER SPECIALIST (SOFTWARE) - 13632


Minimum Qualifications


(1) A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or (2) A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described in “1" above, including one year in a project leader capacity or as a major contributor on a complex project; or (3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However, all candidates must have a four year high school diploma or its educational equivalent, plus at least one (1) year of satisfactory full-time software experience in a project leader capacity or as a major contributor on a complex project.


NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience, you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations, technical support, quality assurance (QA), hardware installation, help desk, or as an end user will not be accepted for meeting the minimum qualification requirements.


Special Note To be eligible for placement in Assignment Level IV, in addition to the Qualification Requirements stated above, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or on-line applications programming.


Preferred Skills


The preferred candidate will bring the following skills and experience to this position:



  • - Agile/Scrum development practices and experience with tools such as Jira or Azure DevOps.

  • - Experience with data integration and ETL processes familiarity with Azure Data Factory or SSIS.

  • - Experience with AI/ML integration, including Azure OpenAI, Cognitive Services, or similar.

  • - Familiarity with Microsoft Copilot Studio or other low-code/no-code AI orchestration tools.

  • - Knowledge of NoSQL databases such as Azure Cosmos DB or MongoDB.

  • - Knowledge of WCAG accessibility standards and Section 508 compliance.

  • - 9+ years of designing, building, and deploying secure enterprise applications using .NET (.NET 6+, ASP.NET Core, Entity Framework Core).

  • - 7+ years of experience in object-oriented design, system architecture, and relational database systems including SQL Server.

  • - 6+ years of experience using JavaScript/TypeScript and modern frontend frameworks such as Angular, React, or Blazor.

  • - 6+ years of experience building, consuming, and securing RESTful APIs and web services.

  • - 6+ years of hands‑on experience with Microsoft Azure (App Services, Azure Functions, Service Bus, Key Vault, Application Insights), including designing for high availability, disaster recovery, and cost optimization.

  • - Demonstrated experience in technical leadership: mentoring developers, conducting code reviews, and driving architectural decisions.

  • - Experience with system design and architecture, including scalability, fault tolerance, and security patterns.

  • - Experience with containerization tools such as Docker.

  • - Proven experience implementing CI/CD pipelines using Azure DevOps or GitHub Actions.

  • - Strong knowledge of modern authentication standards including OAuth 2.0, OpenID Connect, and Azure Active Directory / Entra ID.

  • - Ability to independently translate business requirements into technical designs and communicate effectively with non-technical stakeholders.

  • - Experience writing unit tests, integration tests, and identifying performance issues.

  • - Experience deploying and supporting production applications in cloud or hybrid environments.
