PURPOSE
The Safety Directoris responsible fordeveloping, coordinating, implementing, and administeringDES's comprehensivesafety, health, losscontrol, and emergencypreparedness programs.This position promotesa culture ofsafety by ensuringcompliance with applicableOSHA, DOT, EPA, andother federal, state, and local regulations. The Safety Directorconducts safety inspections, investigates accidentsand near misses, develops policiesand procedures, providesemployee training, andworks collaboratively withmanagement to protectthe safety ofemployees, customers, contractors, and the publicwhilesupporting the missionand strategic objectivesof DES.
ESSENTIAL FUNCTIONS
- Develop, implement, review, and recommend safetypolicies, procedures, andprogramsto ensure compliancewith OSHA, DOT, EPA, and allother applicable federal, state, and localregulations.
- Design, coordinate, and administerDES's comprehensive safetyand loss controlprogram.
- Routinely evaluate DESsafety operations andadvise the GeneralManager of safetyconcerns, compliance issues, operationalrisks, or potentialthreats to employeehealth and safety. Immediately report seriousinjuries, incidents, securitybreaches, or significantsafety concernsto the GeneralManager and appropriatemanagement personnel.
- Maintain and updatethe Safety Manual, Safety Data Sheets(SDS), inspection records, testingdocumentation, trainingrecords, and allother required safety-related documentation.
- Coordinate DES's participationin the DICSP2 SafetyProgram and otherapplicable safety recognitionand incentive programs.
- Review daily andmonthly vehicle inspectionreports to ensurecompliance with DOTregulations and maintainrequired documentation.
- Develop, coordinate, andconduct employee safetytraining programs, includingmonthly safety meetingsand specialized trainingas needed.
- Providesafety presentations andtraining to communityorganizations, schools,contractors, and otheroutside groups asrequested.
- Conduct routine safetyinspections of facilities, vehicles,equipment, and fieldoperations to ensurecompliance with safetyregulations. Document deficienciesand recommend correctiveactions to appropriatepersonnel.
- Leadthe DES SafetyCommittee and directaccident, incident, andnear-miss investigationsto identify rootcauses and recommendcorrective actions.
- Assist with thecollection, documentation,and preservation ofinformation related toproperty damage, workers' compensation, liability, and injury claims.
- Conduct new employeesafety orientation andensure completion ofall required onboardingsafety training anddocumentation.
- Prepare, complete, andsubmit all requiredgovernmental, regulatory, and compliancereports within establisheddeadlines.
- Coordinate DES's hazardousmaterials and hazardouswaste management programsin cooperation withmanagement and maintaincompliance with EPAand other applicableenvironmental regulations.
- Maintain professional relationshipswith industry organizations, regulatory agencies, and safety professionalsto remain informedof emerging safetypractices, technologies, and regulatory changes.
- Coordinate and leadDES's Emergency ResponseProgram and provideleadershipduring emergency eventsand system restorationactivities.
- Promote and maintaina safe workenvironment by enforcingestablished safety policies, procedures, and regulatoryrequirements while encouragingcontinuousimprovement in workplacesafety.
- Provide courteous andprofessional customer serviceto employees, customers, contractors, and thepublic.
- Attend and activelyparticipate in staffmeetings, safety committeemeetings, industry conferences, and professional developmentopportunities.
- Perform other dutiesas assigned bythe General Manager.
EDUCATION AND EXPERIENCE
High school diplomaor GED isrequired. An Associate'sor Bachelor's degreein Occupational Safety, Safety Management, IndustrialHygiene, Risk Management, Business Administration, or arelated field ispreferred. A minimum offive (5) yearsof progressively responsibleexperience in electricutility operations, withemphasis in occupationalsafety, risk management, or regulatory compliance, is preferred. Specialized training orcertifications throughOSHA, TVPPA, RiskManagement, Certified SafetyProfessional (CSP), or equivalentprograms are highlydesirable. An equivalent combinationof education, training, and experience thatdemonstratesthe knowledge andability to performthe essential functionsof the positionmay be considered.

PHYSICAL REQUIREMENTS
- Must possess manual dexterity and visual acuity, as well as the ability to listen and communicate orally and use hands, stand for periods of time, walk, sit, bend, stoop, squat, lift and carry between 50-75 pounds, twist, balance, kneel, crouch, hear, see and perform repetitive motions.
- Must be able to work outdoors under any type of weather conditions.
- Must be skilled in the application of first aid methods.
- Must be able to detect and communicate hazardous situations and follow safe and efficient work practices.
- Must have good mental concentration to work with high voltage equipment.
LICENSE AND CERTIFICATIONS
1. Must possess at the time of employment a valid Class D Driver License allowing legal operation of a motor vehicle in Tennessee. Maintaining of the Class D or equivalent license is a continuing condition of employment.
2. Must maintain at the time of employment or obtain at a time designated by DES, a valid certification of proficiency in adult CPR, first aid, and AED.
