Regional Human Resources Manager – State Veterans HomesThe Regional Human Resources Manager (RHRM) provides leadership, guidance, and operational support for human resources functions across multiple long-term care facilities within an assigned region. This role ensures compliance with employment laws and organizational policies while supporting recruitment, employee relations, performance management, and workforce development. The RHRM partners with facility and regional leadership to promote employee engagement, retention, and a positive workplace culture.
Travel is required and is extensive throughout assigned region.Essential Functions:HR Operations & ComplianceOversee HR operations across multiple skilled nursing and/or assisted living facilitiesEnsure compliance with federal, state, and local employment laws, including FLSA, FMLA, ADA, EEOC, OSHA, and labor regulationsEnsure consistent implementation of company policies, procedures, and HR best practicesSupport HR-related audits, surveys, and regulatory inspectionsEmployee Relations & Performance ManagementProvide guidance and support to Administrators and department leaders on employee relations mattersAssist with investigations, disciplinary actions, and conflict resolutionPromote fair and consistent application of policies and corrective action processesSupport performance management initiatives, including coaching and leadership developmentRecruitment & Workforce PlanningPartner with facility leadership to develop and implement recruitment and retention strategiesMonitor staffing trends, turnover, and workforce metricsSupport onboarding processes and orientation programs to improve employee retentionAssist with workforce planning and succession developmentTraining & DevelopmentIdentify training needs and coordinate leadership and staff development programsProvide education on HR policies, compliance, and employment practicesSupport diversity, equity, and inclusion initiatives and workplace engagement programsCompensation & Benefits SupportProvide guidance related to compensation programs, wage analysis, and market competitivenessSupport benefits administration and employee education related to available benefit programsPartner with corporate HR and payroll teams to resolve compensation or benefits concernsReporting & AnalyticsMonitor and analyze HR metrics such as turnover, retention, recruitment effectiveness, and employee engagementProvide reports and recommendations to regional and corporate leadershipIdentify trends and develop action plans to improve workforce outcomesCollaboration & LeadershipServe as a trusted HR advisor to facility Administrators and regional leadershipSupport organizational initiatives and change management effortsPromote a culture of accountability, engagement, and regulatory complianceRequired SkillsRequiredBachelor's degree in Human Resources, Business Administration, Healthcare Administration, or related fieldMinimum 5 years of progressive HR experience, preferably in healthcare or long-term careStrong knowledge of employment laws, labor regulations, and HR best practicesExperience handling employee relations investigations and conflict resolutionAbility to travel regularly within assigned regionPreferredHR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP)Prior regional or multi-site HR management experienceExperience supporting union and non-union healthcare environmentsSkills & CompetenciesStrong leadership and relationship-building abilitiesExcellent problem-solving and conflict resolution skillsEffective written and verbal communicationStrong organizational and analytical skillsAbility to manage multiple facilities and priorities in a fast-paced environmentHigh level of confidentiality and professionalismRequired ExperienceRequired Education:Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, or related fieldWorking Conditions/Physical Requirements:• This position primarily involves sitting, standing, walking, twisting, reaching, bending/stooping, pushing and pulling (typical weight of 5 lbs. and maximum weight of 100 lbs., approximately), and lifting (minimum weight of 5 lbs. and maximum weight of 100 lbs., approximately)• The position requires repetitive finger movements as well as hearing and talking on the phone and in person.• Must be able to continuously deal effectively with stress created by residents, multiple tasks, noises, interruptions, and work cooperatively as part of the health care team while maintaining a pleasant attitude
