We seek employees who are passionate about serving and making a difference in the lives of others.The Program Manager will be responsible for implementing UBH's Rapid Rehousing (RRH) program. This program offers short-term rental assistance combined with linkages to employment and other supportive services, in order to end clients' homelessness and create long-term self-sufficiency. Using a Housing First approach, clients are stably housed through the support of the Housing Case Manager. The Program Manager will be responsible for overseeing case management services that assist clients in retaining their housing, as well as being good tenants and neighbors. Additionally, he/she will be responsible for building partnerships with landlords to assist in mediating landlord/tenant issues, as well as gaining access to available housing units.Essential DutiesPrimary duties include, but are not limited to, the following:AdministrationAdminister and oversee programs and direct servicesDevelop and/or update written program policies andProvide training and guidance on written program policies andEnsure integration of Evidence-Based Practices, standards of excellence, and UBH's core values into daily work andWork collaboratively and strategically with other community organizations to support a seamless and coordinated system ofProvide oversight on financial assistance and track the budgetManage audit or monitoring requirements of programs, be the point of contact for all external and internal audit/monitoringInterface with Funders in conference calls, meetings, and trainingsProgram ManagementProvide leadership, guidance, and direct supervision of the programOversee service delivery and develop quality control issues to maintain the highest standard ofOversee the day-to-day management of program activities, including client enrollments, creation of individualized housing stability plans, housing location, coordination of rental assistance and stabilization services, including linkages and referrals to appropriate servicesGenerate and analyze program reports monthly to identify trends and make projections or recommendations for the programRespond to emergency and priority situations such as safety and securitySubmit timely payment requests to Finance for financialEnsure compliance of grants and contracts; work with development and finance teams to implement and/or improve reporting tools; and ensure timely, accurate reports and communications to funders, Board of Directors, management team, andProblem-solve with landlords and participants to address anyCollaborate with pertinent stakeholders to improve and enrich UBHRepresent UBH through participation in external meetings with partners and potentialDevelopment of a) program rules and policies, b) long and short range goals and plans, c) program evaluation, and d) budget preparation andRecommend course correction and submit for approval to the programReports/Contracts and ComplianceOversee tracking, charting, and documentation of services, file maintenance, and budgetResponsible for the achievement of program goals, including budget spendingEnsure program compliance in accordance with all applicable laws, regulations, and contractual requirementsEnsure staff are completing all required documentation in HMIS and other funder and UBH-mandatedGenerate weekly audit reports to track staff data entry into HMIS and other required systemsSpot check participant files to ensure compliance with the contractHuman ResourcesHire direct report staff, provide feedback and evaluation regularlySupport and coach team in professional skills and their place in the UBH system of care and the larger social services continuum ofIdentify staff development needs and work closely with the team to bring in training opportunities and identify areas for professional growth in coordination with Quality Management.Client Services – Provide guidance and oversight around all aspects of service. This includes outreach, referral resources, landlord relationship building, housing navigation, and case management services.

Ensure staff are working with tenants to develop "good neighbor" habits and interface with neighboring properties to ensure UBH is seen as a good neighbor. Coordinate interventions with case managers and mental health provider staff, both internal and external, to ensure that services delivered promote housing retention and community integration.Qualifications:Bachelor's Degree in social work, science, or related. Master's a plus.At least 3 years' experience in the social service field working with housing resources for the homelessProven managerial experience leading a diverse team, to include mentoring, training, coaching and consistently communicating with staff and externalProven leadership skills and management experience, including the ability to develop team performance and a genuine desire to coach andAbility to synthesize information and knowledge to problem solve and achieve creative solutions and driveUnderstanding and willingness to work with the Coordinated Entry System utilized in Los AngelesMust have strong professional experience working with the community/partnerMastery in relationship building by cultivating principles of integrity, honesty, and trust, including the ability to inspire staff andAbility to work in a variety of settings with culturally diverse persons and communities, with the ability to be culturally sensitive andBasic knowledge of housing and housing-related laws specific toDemonstrated knowledge of issues facing program participants (e.g., behavioral health, substance use, mental health, domestic abuse, child welfare, resources for undocumented persons).Knowledge of social service agencies and the communityExcellent written and verbal communication and interpersonal skillsAbility to advocate on behalf of UBHAbility to work in a team and supervise staff – training, coaching, disciplining, evaluatingGood organizational skills and ability to follow through from beginning to end on tasks andKnowledge of Microsoft Office Suite and homeless databases isAbility to maintain and execute confidential information according to HIPAAAbility to pass post-offer Tuberculosis (TB) clearances and COVID-19Local travel is required and is a regular duty for this positionUse of a personal vehicle to travel between worksites and other locations isMust have and maintain a valid California Driver's License and insurance in good standingSuccessful completion of background screening.Responsibilities common to all agency employees include maintaining a safe work environment and confidentiality at all times.
