Meritus is committed to operational excellence, mission readiness, workforce professionalism, and continuous improvement in support of critical national security missions.Position Summary Meritus Solutions Group is seeking a highly qualified Quality Control Manager (QCM) to support the Department of War (DoW) Pentagon Force Protection Agency (PFPA) Contract Security Officer Program throughout the National Capital Region (NCR). The Quality Control Manager is responsible for developing, implementing, maintaining, and enforcing the contract Quality Control Program to ensure all contract requirements are consistently met or exceeded.

The QCM serves as the primary quality assurance representative for the contract and works closely with Government representatives, Program Management, supervisory personnel, and contract staff to identify deficiencies, implement corrective actions, monitor performance metrics, support audits and inspections, and drive continuous process improvement initiatives.Essential Duties & ResponsibilitiesResponsibilities include, but are not limited to:Develop, implement, maintain, and continuously improve the contract Quality Control Plan (QCP)Ensure compliance with all Performance Work Statement (PWS) requirements, contract standards, and Government directivesEstablish procedures for identifying, preventing, correcting, and preventing recurrence of performance deficienciesMonitor operational performance across all contract locations within the National Capital RegionConduct quality assurance inspections, audits, assessments, and compliance reviewsTrack performance metrics and analyze trends affecting contract performanceMonitor staffing compliance and ensure security posts are staffed with fully qualified personnelEvaluate employee performance against contractual requirements, post orders, and operational proceduresDevelop and maintain quality assurance documentation, records, reports, and corrective action plansInvestigate service deficiencies and conduct root-cause analysesTrack corrective actions through final resolutionSupport Government Quality Assurance Surveillance Program activitiesParticipate in Government inspections, audits, and performance reviewsCoordinate with Program Management regarding operational improvements and quality initiativesPrepare and submit required quality control reports and contract deliverablesAssist with turnover reduction initiatives and workforce performance improvement programsConduct periodic site visits and operational reviews throughout the contract area of responsibilityMonitor training compliance and employee qualification requirementsRecommend process improvements and industry best practicesSupport contract transition, mobilization, and operational planning effortsMaintain close coordination with the Contracting Officer Representative (COR) regarding quality-related mattersPerform additional duties as assigned by Program LeadershipMinimum QualificationsApplicants must:Be a U.S. CitizenPossess and maintain an active Top Secret / SCI ClearanceBe capable of obtaining and maintaining a Common Access Card (CAC)Possess a valid Driver's LicenseSuccessfully pass all Government background screening requirementsDemonstrate strong verbal and written communication skillsDemonstrate proficiency with Microsoft Office Suite including Outlook, Word, Excel, and PowerPointDemonstrate the ability to manage multiple priorities and projects simultaneouslyEducationOne of the following is required:Bachelor's Degree in a related fieldORISO 9001 Lead Auditor CertificationORASQ Certified Manager of Quality/Organizational Excellence (CMQ/OE)Experience RequirementsApplicants must possess:Minimum ExperienceThree (3) years of experience in quality control or quality assurance management supporting federal service contractsORExperience developing, implementing, maintaining, and enforcing Quality Control Plans (QCPs)ORExperience supporting Department of Defense (DoD), Department of War (DoW), military, federal law enforcement, or similar high-security operational environmentsPreferred QualificationsPreference may be given to candidates possessing:Bachelor's Degree in Business Administration, Quality Management, Public Administration, Criminal Justice, Security Management, or related fieldISO 9001 Lead Auditor CertificationASQ Certified Manager of Quality/Organizational Excellence (CMQ/OE)Experience supporting large-scale federal security service contractsExperience supporting Quality Assurance Surveillance Plans (QASP)Experience conducting audits and inspections in classified environmentsExperience with continuous improvement methodologiesExperience supporting Government contract mobilization and transition activitiesKnowledge, Skills & AbilitiesCandidates must demonstrate the ability to:Develop and administer comprehensive quality management programsInterpret and apply complex contract
