It's also home to iconic museums and performing-arts venues such as the Kennedy Center.OverviewThe Department of Veterans Affairs (VA) Client Management Office (MMO) is in need of Human Resources support services to the VHA Client Management Office and various stakeholder groups through initiation, planning, and development of standardized position descriptions (PD) for 200 VHA occupations to include Title 5, Title 38 and Title 38 Hybrid.
Support acquired through this contract includes human resources and classification subject matter expertise regarding position descriptions and functional statements, planning and execution of activities at the work group level to include workgroup stand-up, facilitation, and guidance through completion, development of artifacts, integrated master schedule development and maintenance, and administrative support.QualificationsA Project Manager is defined as a person with a BA/BS degree and documented experience relevant to the task order requirement using project management principles managing a large-scale project of complexity comparable to the effort identified in this task order. Such experience shall include planning, initiating, managing, executing, and closing out projects in support of an agency's mission.Must have at least 5 years documented prior experience coordinating the development of inputs to a project schedule, intermediate skill level with MS Project software, scoping and estimating projects, executing a project plan, and monitoring performance to ensure project tasks are completed on-time, in budget, and within scope. Also ensuring all requirements are met and that the end product(s) are accepted by the customer facilitating project team meetings and communicating project status to stakeholders;Must have documented prior experience developing and maintaining project schedules, performing variance analysis, and providing input and analysis on resource contention, task delays, and recommendations for possible solutions;Must have documented expert level in depth knowledge of Integrated Master Schedule (IMS) development; Have prior documented experience developing and maintaining summary level schedule reports, milestone charts, and other project management tools used to support critical path analysis, earned value, performance variances, and to support cost/schedule integration;Must have prior documented experience developing and maintaining schedules, defining work breakdown structure, networking activities, schedule measuring and monitoring, resource loading and leveling, performing schedule analysis, and facilitating weekly schedule meetings;Must have prior documented experience preparing and conducting briefings for Senior and Executive Leadership and other internal and external stakeholders;Must have excellent facilitation and communication skills in both face-to-face meetings and via tele-conference, and experience working with and communicating with stakeholders at all levels of an organization;Must have a basic understanding of Client and resource allocation.Must be proficient in MS Office (Word, Excel, PowerPoint, Outlook), Skype, MS Visio, MS Project, and using MS SharePoint for team collaboration;Possess a current Project Management Professional (PMP) certification.
