Consultant PositionThe Consultant will work with the customer's Enterprise System, augmenting current program resources and providing project management assistance consultation services in support of the system.This position will work and coordinate with agency executive and managing sponsors, technical and functional staff, contractors, partners and vendors for the design and implementation of the S4 upgrade project and ensuring all required and appropriate project deliverables, reporting and communications are completed.Specific responsibilities include but are not limited to:Responsible for project management deliverables such as project charter, project schedule, communication plan, required status meetings, and others.Assist in preparing responses to contractor/project partner plans and deliverables. Planning and identifying quality requirements, estimating costs, and determining budgets.Develop and manage a project management plan, monitor the project work, and manage any necessary changes, issues, and coordinate resolution.Identify and manage project risks, planning for documentation of potential risks, assist with implementing and managing mitigation strategies.Prepare and present project status reports and metrics, defining and developing schedules and/or activities, estimating resources and activity durations; monitor the progress of a project; compare actual performance against planned/scheduled performance; adjust schedule/resources to ensure that key milestones are reached.Planning and identifying human resource needsGeneral activities:Project PlanningDevelop, maintain and administer all Project Management deliverables e.g. Project schedule, Project Management Plan, Risk Plan, Communication Plan, etc.
and maintain documentation library.Status ReportingEnsure project status reports are complete and accurate, hold project status meetings, maintain project performance metrics.Project ManagementManage Issues, Risks and Action Items.Project Related MeetingsCoordinate, attend, lead, facilitate and document project meetings as assigned by Deputy Program Director - technical and Process Manager.ConsultationConsult with Deputy Program Director - technical and ESSP Process Manager on planning, work status, project needs.Ad Hoc Project MaterialsDevelop special reports and other project materials as assigned.Other Project Related ActivityOther as assigned.Staffing Requirements Required Experience4 years Project Management experience7-10 years information technology work experienceExperience with projects in multiple technologies and functionalitiesDesired ExperienceKnowledge of SAP S4Knowledge of Migration to S4Knowledge, Skills & AbilitiesConsultant must have sufficient knowledge, understanding, and experience with project management to provide assistance with the project planning initial project set up activities to lead these efforts. Other knowledge, skills and abilities desired include:Ability to develop Project Management Plans and Schedule.Ability to analyze business problems from both a qualitative and quantitative perspective.Ability to provide ad-hoc requests for data.Ability to organize data into logical formats.Ability to generate briefing papers, issue papers, other management reports, and presentations (i.e., Power-Point), when required.“Subject matter” knowledge of communications planning and execution.Knowledge of Microsoft Word, Excel, Access, PowerPoint and Project.Ability to conduct fact finding research.Ability to plan, organize, document, lead and facilitate meetings and follow-up activities, andAbility to plan, organize and coordinate work assignments.Education/CertificationsEducation - Bachelor’s or Master’s Degree in Computer Science, Information Systems, Business Administration, or other related field, or equivalent work experience.Certification - Project Management certification or successful completion of a recognized project management curriculum is required.
