Technical Project ManagerThe organization is seeking an experienced Technical Project Manager to support a large-scale Eligibility System modernization program. This role reports into the Program Management Office and will oversee complex, cross-functional projects while ensuring alignment with program goals, timelines, and compliance standards.Required QualificationsLevel III PM: 7+ years managing complex projects, including at least 2 years in a leadership role. 12+ years as a PMO Project Manager, with experience supporting Health and Human Services eligibility systems in at least one domain: Medicaid, Public Assistance, SNAP, HEAP, or Child Care. Proven experience with data conversion, data modeling, legacy systems, ETL teams, and data quality validation.

Experience managing program budgets of $100 million or more. 7+ years managing resource-loaded project schedules using Microsoft Project, Project Online, and VBA scripting. Knowledge of data governance, privacy, and compliance standards. Bachelor's degree in Business, Computer Science, Engineering, or related field. 1–7 years working with technical teams, data analysts, and integration partners; must be comfortable leading technical discussions. Current PMP certification. 5+ years working with Agile development and technical project teams.Key ResponsibilitiesProvide leadership and oversight to project managers and contribute to the overall execution of the program's project management strategy.Define and manage project scope, schedule, and budget; track variances and provide mitigation options for risks related to cost, timelines, or requirements.Proactively identify, assess, escalate, and manage project risks across all stakeholder groups.Apply established change control processes to all scope and requirement modifications.Manage end-to-end project lifecycle, including requirements gathering, technical design, development, testing (unit, system, performance), deployment, and pilot rollout.Oversee all project management activities including risk/issue tracking, communications planning, decisions, action items, and interdependency management.Manage resources in a matrixed environment and collaborate with leadership on staffing priorities.Facilitate meetings to clarify business and technical requirements and support effective decision-making.Work closely with internal teams, agencies, and external partners to ensure clear roles, responsibilities, and alignment with project objectives.Oversee systems integration work, including scope adherence, resource allocation, methodology compliance, deliverable review, and progress reporting.Provide regular status reports to program leadership, governance bodies, and executive stakeholders.Perform additional project management duties as assigned.Preferred / Nice-to-Have SkillsExperience supporting state or enterprise eligibility systems. Strong stakeholder management and communication skills. Ability to work effectively in a fast-paced, multi-vendor, multi-stakeholder environment.
