Project ManagerLocation: 450 Columbus Blvd., Suite 1202 Hartford, Connecticut 06103Client: State of CTA bachelor’s degree or master's degree in a related field, PMP certification, proven project management experience, understanding of ERP implementation, budget management experience. Duties and responsibilities include all or some of the following. Support PeopleSoft Program manager: - Interface with high level client management, as well as vendors, - Facilitate project activities, as needed, - Facilitate resource management for projects, - Coordinate and communicate with agency stakeholders, - Understand political relationship of key decision makers, - Facilitate management of issues and risks from the projects to the program, - Ensure that deliverables are developed per defined requirements and timeframe, - Stay abreast of significant change initiatives, - Highlight and identify needed program changes, and - Work with IV & V on project/program findings and recommendations. Assist with preparation and support for the PeopleSoft Governance Council such as: - Prepare presentations - Prepare 3 to 5 year plans - Prepare and report priorities of projects within the program Performs administrative activities such as collecting, maintaining, monitoring and reporting on: - Weekly status of the Program - Program spending and program metrics.

- Program requirements, documentation, issues, funding and risks. - Meeting logistics, notices, written communication and meeting minutes. - Program objectives via metrics and reports for distribution. - Program plans and schedules for distribution to program team members.

- Tasks and action items pertinent to the success of the individual projects. - Program and project changes as needed. - Communications to internal clients, team members and leadership. - Schedule information to clients, customers support organizations and vendors.

Required: - Knowledge of ERP systems and upgrades, specifically PeopleSoft. - Basic project management and administration processes and principles. - Project Management Professional (PMP) certification or the equivalent.The Department of Administrative Services (DAS) Bureau of Information Technology Solutions (BITS) is partnering with the Department of Motor Vehicles (DMV) to launch Connecticut’s first digital driver’s license, as part of the Governor’s vision.This exciting initiative is in its early stages and offers a unique opportunity for a Project Manager to lead a high-profile project. The Project Manager will manage all aspects of the project from initiation to closure and lead a cross-functional team of agency stakeholders, business users, IT professionals, and vendors.Key ResponsibilitiesDefine project scope, objectives, and deliverablesDevelop and manage project plans, schedules, and timelinesPrepare and distribute dashboards and status reportsManage stakeholder relationships and expectationsIdentify, track, and manage risks and issues, developing effective mitigation strategiesManage vendor deliverables and ensure alignment with Statements of Work (SOW)Organize and facilitate meetings, ensuring effective collaboration and communicationOversee change management efforts; collaborate with diverse stakeholders to ensure seamless integration and user adoptionEnsure compliance with relevant regulatory requirements, standards, and policiesRequired Experience10+ years in Project Management, including large-scale, complex technology projectsExperience in the public sector or with state agencies, DMV preferredExperience with mobile app development, cloud infrastructure, digital wallets, APIs, and biometric authenticationRequired SkillsExcellent verbal and written communication; ability to discern and synthesize complex information and present it clearlyStrong presentation skills, with experience presenting to executive leadershipProven leadership, with experience managing and holding cross-functional teams accountableComfort in navigating a matrixed environment to drive progress and decision-makingStrong initiative and problem-solving, finding innovative solutions to move projects forwardSkilled in uncovering unexpressed dependencies, requirements, and expectationsSound judgement in dealing effectively and diplomatically with all levels of government staffProficiency in various project management methodologies (Agile, Waterfall, etc.)Expertise in Microsoft Office Suite, PPM tools (Monday.com, etc.)
