Project ManagerThe Maryland State Highway Administration (SHA) Office of Highway Development (OHD) is seeking on-call project management services from consultant firms for the overall project management and oversight of design and construction for Sidewalk Reconstruction for Pedestrian Access (Fund 33) projects under the direction of an SHA Project Manager. The consultant role shall include, but is not limited to, the following services:Follow SHA's Project Development Process Manual to manage and deliver projects.Review preliminary alternatives and be able to discuss advantages and disadvantages for each alternative.Review and provide comments on engineering/design elements, right-of-way needs, and potential utility conflicts.Develops, manages, and reviews project scopes, schedules, and cost estimates. Schedules will be managed using Microsoft Project and it is expected that the PM will have access through their firm.Develop project budgets and costs and provide recommendations to SHA Project Manager.Coordinate with other consultants and SHA support staff working on the project.Prepare and coordinate requests for field surveys, utility designation, airport certification, soil borings, and others, as needed.Provide technical oversight of other consultants' work.Provide QA/QC before submitting plans, specifications, and estimates to SHA PM for final approval.Maintain engineering files and history of projects on ProjectWise and SharePoint.Schedule and lead project milestone meetings, partnering/progress meetings, and other design and project coordination meetings, as needed. Prepare agenda, meeting minutes, and review/prepare milestone reports.Report on project status and issues. Identify key issues (anything that may impact the critical path of the project) and work with SHA managers to resolve them in a timely manner.Participate in internal project review meetings, as needed.Coordinate and ensure that all engineering and environmental decisions reached and documented during the project planning phases are fully addressed.Initiate community, county, agency, and public involvement with all projects. This will include attending all public meetings and public hearings, participating in meetings with local stakeholders, and providing project updates. Prepare meeting minutes, provide responses, and document all actions.Address and document citizen inquiries and review documents for accuracy and content.It is expected that the individual in the PM role shall remain in the same role for the duration of the contract, unless the SHA agrees upon an acceptable replacement. The availability of the PM must be flexible to meet the needs of the project. The estimated number of hours necessary to fulfill this need is up to 40 hours per week. The PM may be required to work from SHA offices and/or the consultant's home office, depending on the project's or SHA's needs. The PM who serves as on-site support shall be available to work on-site at the SHA Headquarters located at 707 North Calvert Street, Baltimore, MD 21202. According to current SHA policy, on-site consultants are required to be present on-site each Tuesday for SHA's collaboration day.Experience and Qualifications The applicant's resume must demonstrate experience with the above scope of work. The consultant should have a minimum of five (5) years of experience in designing, managing, or reviewing highway projects. Previous experience with SHA's project development process is required.

Experience designing and reviewing a diverse range of technical disciplines related to the design and construction of transportation infrastructure is required. The individual must have a thorough understanding of contracts and the ability to collaborate effectively with other consultants. Strong communication skills are required.
