Project ManagerFDLE requires the services of one Project Manager to work under the direction of FDLE’s assigned supervisor to achieve the goals and objectives of the MEPIC Technology Upgrade Project as approved by a Legislative Budget Request (LBR). The Project Manager is expected to use their skills to manage a project team of two Business Analysts and eight Systems Analysts to deliver an upgraded MEPIC system meeting the LBR requirements within the LBR three-year timeframe.The person in this position:Is knowledgeable in all areas of system development understanding business processes to successfully lead and manage a team developing a new system.Stays abreast of current industry trends and emerging technologies to oversee the design of a new system to meet functional and nonfunctional requirements.Is responsible for clear communication and coordination between stakeholders and IT leadership to successfully resolve various issues and communicate project status.Project Manager responsibilities include, but are not limited to the following:Project Planning, Organization, ImplementationProject Control Processes, Procedures, Change ControlRisk ManagementIssue Management and trackingDeployment and Implementation PlanningQuality Assurance and Quality Control (User Acceptance Test Planning)Leadership to the project team and others, both internal and external to FDLETeam Management and Assignment TrackingMonitoring contractor performance in producing quality deliverables on-timeCommunications Management, including team, stakeholders, and external entitiesMaintaining Project SchedulesServe as a single point of contact for reporting project statusProvide detail and summary reporting of project statusRequirements management while facilitating the gathering of the detailed requirements in Joint Application Development (JAD) sessionsMake recommendations for executive action when requiredEnsure compliance with FDLE and FL Digital Services policies and proceduresEnsure system design conforms to Rule 60-GGCoordinate effectively with FDLE Information Technology Services (ITS) staff required to support the projectEffectively work with the Office of Statewide Investigative Systems (OSIS) Enforcement and Investigative Services (EIS) Leadership and MEPIC members throughout the software development life cycle to complete this projectDeliverables:FL Digital Services required deliverablesUpdated Risk and Operations & Maintenance PlanKnowledge transfer to the FDLE ITS MEPIC Maintenance TeamMandatory Skills and Experience:Bachelor’s Degree in Computer Science, Business Administration, or other related Information Technology (IT) fieldsMinimum of 7 years of work experience managing successful, large-scale IT projectsProject Management Professional (PMP) certificationExperience managing IT projects in the range of $2M to $10MExperience managing large system IT projects thru all phases of the software development lifecycleExperience managing IT teams with diverse assignments such as business analysts, database analysts, application architects, software developers, and hardware supportExperience performing differing test methodologies in IT projectsExtensive experience using Microsoft Project to develop and maintain detailed project schedulesExperience in delivering projects in the agreed scope, schedule, and budgetExcellent oral and written communication skillsStrong collaboration skills with stakeholdersAbility to facilitate JAD sessionsExperience with determining system requirements from stakeholdersExperience presenting project status updates to differing audiences for their understandingAbility to effectively lead a project team to meet project objectivesExperience working in a multi-vendor project teamPreferred Knowledge Skills and Abilities:Government, Law Enforcement, or Public Safety IT projectsMaster’s Degree in Computer Science, Business Administration, or other related IT fields or equivalent Project Management work experienceExperience managing J2EE development projects
