Position Summary

UpSela Talent Solutions is seeking an experienced technology leader to serve as the Proposed Lead for an Emerging Technology Consulting & Services cooperative agreement with the State of Oklahoma. This individual will serve as the primary point of contact, manage government client relationships, coordinate technical resources, and oversee emerging technology consulting engagements across public-sector entities. The ideal candidate will have at least 5 years of experience leading public-sector technology engagements, strong program management capabilities, and experience overseeing complex technology initiatives.

Key Responsibilities

• Serve as the primary point of contact and escalation point for the cooperative agreement.
• Lead public-sector technology engagements and manage relationships with government stakeholders.
• Coordinate consultants, technical teams, subcontractors, and project resources across multiple engagements.
• Oversee project objectives, milestones, deliverables, risks, issues, and overall delivery quality.
• Support the development and execution of Statements of Work (SOWs).
• Lead and coordinate consulting initiatives involving AI, machine learning, data, cloud computing, automation, and other emerging technologies.
• Manage communication with government agencies and participating purchasing entities.
• Support nationwide service delivery and coordinate resources across multiple geographic regions.
• Resolve delivery, contractual, and client-related escalations.
• Monitor project timelines, resource qualifications, stakeholder satisfaction, and engagement performance.

Requirements

Required Qualifications

• 5+ years of demonstrated experience leading public-sector technology engagements.
• Proven experience in program/project leadership and IT consulting.
• Strong government client relationship and stakeholder management skills.
• Experience managing consulting teams, technical resources, and subcontractors.
• Strong understanding of project delivery, risk management, issue resolution, and resource coordination.
• Excellent written and verbal communication skills.
• Experience leading technology engagements for government agencies or other public-sector organizations.

Preferred Qualifications

• Experience with AI, machine learning, data analytics, cloud computing, automation, and emerging technologies.
• Experience managing nationwide or multi-state public-sector engagements.
• PMP, PgMP, or comparable project/program management certification.
• Familiarity with NASPO or other cooperative purchasing contracts.
• Experience developing SOWs and overseeing large-scale government technology consulting programs.

Education

Bachelor's degree in Computer Science, Information Technology, Engineering, Business, Public Administration, or a related field preferred. Equivalent professional experience may be considered.
