About The Position
The Project Finance Director supports a U.S. Government Agency in advancing complex international finance initiatives. This role operates within a high-performing investment function responsible for mobilizing private capital in support of strategic economic and development objectives. The Director serves as a senior‑level finance professional responsible for leading the full lifecycle of complex transactions in emerging and frontier markets. The position requires deep expertise in project finance, credit analysis, and transaction structuring, as well as the ability to manage multiple high‑value workstreams simultaneously. This position is based in the Washington, D.C. metropolitan area, and is contingent upon award.
Responsibilities
- Conduct in‑depth analyses of new loan proposals to assess financial, technical, economic, legal, marketing, and political feasibility, including risks related to project contractual obligations and sponsors.
- Perform independent financial analyses of new loan proposals to determine a proposed project's ability to maintain debt service and fully repay a loan based on provided documentation.
- Use financial data including sponsor‑provided financial statements to create or modify projections and conduct sensitivity analyses to test assumptions and key economic drivers.
- Summarize due diligence findings in credit packages and memoranda for the Agency’s approval process and present loan credit proposals to committees.
- Negotiate terms and conditions in contracts and structured debt finance agreements to achieve execution of commitment letters, financing agreements, and disbursements.
- Conduct research and analysis on relevant industry, sector, market, country, and key participants.
- Conduct outreach to expand the prospective structured debt finance pipeline.
- Serve as point of contact for day‑to‑day transaction advancement, including scheduling and attending calls, project management, and coordination among client, internal parties, external advisors, and financing partners.
- Oversee ancillary workstreams related to transactions, such as liaising with clients and external consultants, completing forms, reviewing environmental and social teams, and processing KYC diligence.
- Respond to communications promptly and conduct duties with professionalism.
- Perform other related duties as assigned.
Qualifications
- Minimum of a master’s degree in international business, international studies, finance, business, economics, political science, or a related field.
- Minimum of 10 years of experience in international finance, corporate finance or project finance, and investments within the last 14 years.
- Experience independently or leading a team in originating international project finance debt transactions in developing countries.
- Experience in investments and strategic engagement in developing countries.
- Experience conducting due diligence, financial analysis, economic analysis, detailed credit analysis, credit risk assessment, market analysis, legal agreement structuring and negotiation, and political risk analysis of limited‑recourse finance transactions.
- Experience creating, analyzing, auditing, and running sensitivities on financial models for debt finance in developing markets.
- Broad and comprehensive knowledge of international business practices.
- Experience working on simultaneous projects in a complex environment under deadlines.
- Excellent English speaking, reading, and writing skills.
- Demonstrated ability to produce clear and succinct written materials.
- Must be a U.S. Citizen or Foreign National with the ability to obtain and maintain a Public Trust or higher‑level clearance.
