We are seeking an experienced Project Engineer – Facilities & Utilities to support large-scale facility infrastructure and utility capital projects within an active manufacturing environment.
The ideal candidate will have strong experience managing electrical distribution, HVAC, mechanical utilities, backup power, and facility infrastructure projects from engineering design and planning through construction, commissioning, startup, and final handover.
This role requires hands-on experience with utility capacity planning, engineering coordination, construction execution, shutdown planning, equipment tie-ins, and operational cutovers while ensuring minimal disruption to ongoing manufacturing operations.
Key Responsibilities
- Manage facility and utility capital projects from initial scope development through engineering, construction, commissioning, and final turnover.
- Conduct onsite field assessments to verify existing infrastructure, utility systems, equipment conditions, and available technical documentation.
- Develop engineering design criteria, system requirements, technical specifications, and project execution packages.
- Perform utility load assessments, capacity planning, demand analysis, reliability evaluations, and infrastructure expansion planning.
- Coordinate electrical distribution, HVAC, chilled water, compressed air, backup power, controls, and other critical facility utility systems.
- Identify utility constraints, infrastructure limitations, temporary service requirements, project dependencies, and operational risks.
- Prepare and review engineering drawings, technical specifications, bid packages, contractor scopes, and equipment submittals.
- Coordinate engineering consultants, equipment vendors, contractors, utility providers, and internal project stakeholders.
- Develop and coordinate shutdown plans, equipment tie-ins, electrical energization, system cutovers, contingency plans, and restoration strategies.
- Support construction execution, field engineering, technical troubleshooting, and resolution of installation-related issues.
- Coordinate system testing, commissioning readiness, startup activities, and final equipment acceptance.
- Ensure compliance with electrical safety requirements, Lockout/Tagout (LOTO), arc-flash awareness, site safety procedures, and applicable GMP requirements.
- Maintain utility capacity records, engineering documentation, commissioning reports, and project closeout records.
- Collaborate with Facilities, Maintenance, Operations, Engineering, EHS, Quality, and Procurement teams to ensure infrastructure reliability and operational continuity.
Required Qualifications
- Bachelor's degree in Electrical Engineering, Mechanical Engineering, Facilities Engineering, or a related engineering discipline, or equivalent technical education and experience.
- 7+ years of experience managing facility and utility capital projects in industrial, manufacturing, pharmaceutical, or biotechnology environments.
- Demonstrated experience supporting construction projects with a total installed cost exceeding $30 million.
- Strong knowledge of electrical distribution systems, HVAC, central utilities, and facility infrastructure.
- Experience with utility load assessments, capacity planning, reliability, redundancy, and infrastructure expansion.
- Experience coordinating energized systems, operational shutdowns, equipment tie-ins, electrical energization, and system cutovers.
- Experience managing engineering consultants, contractors, vendors, and utility providers.
- Knowledge of commissioning, startup, system testing, and project turnover processes.
- Strong project management, technical documentation, risk assessment, and stakeholder coordination skills.
Preferred Qualifications
- Professional Engineer (PE), Project Management Professional (PMP), Certified Energy Manager (CEM), or commissioning certification.
- Experience with backup generators, medium-voltage distribution, chilled water, compressed air, and controls integration.
- Experience developing utility master plans and supporting large-scale capacity-expansion programs.
- Previous experience executing shutdowns and cutovers in continuously operating pharmaceutical or biotechnology facilities.
- Familiarity with GMP-regulated and mission-critical manufacturing environments.
Work Environment
- Onsite presence required for field verification, construction activities, testing, commissioning, and equipment installation.
- Must be comfortable working around energized equipment, mechanical rooms, rooftops, utility yards, and active manufacturing areas.
- Occasional off-hours, weekend, or holiday support may be required for planned shutdowns and restoration activities.
