Program ManagerQualcomm Government Technologies (QGOV) is seeking a Program Manager to lead the onboarding, ramp, and lifecycle management of QGOV products manufactured by external contract manufacturers (CMs).This role is responsible for ensuring QGOV products are produced and delivered on time, within cost targets, and to required quality, security, and compliance standards. The Program Manager will serve as the primary operational liaison between Qualcomm and external manufacturers, working cross-functionally with internal teams to scale QGOV products from initial production through sustaining volume.Key ResponsibilitiesAct as the primary interface between Qualcomm and external Contract Manufacturers for assigned QGOV productsLead CM onboarding activities, including RFQs, capacity planning, tooling readiness, and production launchOwn the end-to-end production lifecycle from RFQ through high-volume manufacturing and sustaining operationsEstablish and run regular operating cadence with CMs, including weekly status, yield, quality, and risk reviewsEnsure production readiness across materials, tooling, test, documentation, and trainingMonitor and drive yield, quality, and throughput improvementsLead root-cause analysis and corrective actions for yield issues, quality escapes, and RMAsImplement and manage change control processes (BOM changes, alternates, supplier or process changes)Develop and maintain capacity plans aligned to sales forecasts and demand signalsIdentify supply chain risks, long-lead components, and early procurement requirementsPartner with sourcing and supply chain teams to support component availability and cost targetsCoordinate consignment strategies when required to meet customer schedulesPartner closely with Product Management, Engineering, Finance, Contracts, and SalesEnsure manufacturing execution aligns with product requirements, customer commitments, and financial expectationsSupport inventory planning, cost tracking, and financial forecasting activitiesReport program status, risks, and mitigation plans to QGOV leadershipEnsure contract manufacturers receive all required specifications, documentation, tools, and trainingSupport compliance with QGOV-specific export controls, security requirements, and customer obligationsMaintain clear documentation and audit trails for production decisions, changes, and approvalsMinimum Qualifications:• Bachelor's degree in Engineering, Computer Science, or related field.• 2+ years of Program Management or related work experience.Preferred QualificationsExperience with semiconductor-based systems, modules, or embedded hardware platformsExperience working with Asia-based contract manufacturersFamiliarity with government, defense, or other regulated customer environmentsBackground in production planning, S&OP, or capacity managementAbility to operate effectively in fast-moving, high-accountability program environmentsTravel RequirementsDomestic and international travel as required to support contract manufacturer engagement and production readinessPay range and Other Compensation & Benefits :$126,400.00 - $189,600.00
