Navy Program ManagerGreen Expert Technology Inc. (GreenXT) is seeking a Navy Program Manager for our Navy In-Service Engineering contracts in Philadelphia PA. Successful candidates should have demonstrated experience supporting the Naval Sea Systems Command (NAVSEA), one of the Warfare Centers, or other similar organizations and have a working knowledge of acquisition, modernization, and their life-cycle support processes.
The ideal candidate will understand NAVSEAs role as the engineering authority for Hull, Mechanical, and Electrical (HM&E) systems, including machinery control systems, propulsion, electrical distribution, auxiliary systems, and related shipboard technologies.Responsibilities include:Administrative and programmatic leadership of multi-disciplinary contract program support for US Navy maintenance, modernization and in-service engineering tasking related to shipboard hull, mechanical, and electrical systems and equipmentTechnical project/program management including task planning, hiring/staffing, scheduling, and this may include limited travel to witness/observe/participate in testing or tasking onboard US Navy shipsContract/Task Instruction/Delivery Order managementFinancial management / Cost ControlSubcontract managementPersonnel Management including supervisionStakeholder/Customer Management, Program Reviews and CommunicationChange and Risk ManagementQuality/Deliverable Management including reviews of Contract Data Requirements, technical/status reports and invoices, ensuring deliverables are of high quality and are delivered on timeInternal and External reportingBusiness Development Efforts & Capture ManagementRequirements include:Bachelor of Science Degree in Engineering or technical degree or equivalentMS in a technical or managerial discipline a plusActive Secret Level Security ClearanceProject Management Professional (PMP) Certification or DAWIA Level III in Program Management a plus10 years DoD/Navy program management, Government technical management, or industry business managementExperience in management of engineering projects involving maintenance, repair, test, product improvement, or alteration of naval ship Hull, Mechanical, Electrical, and Electronic Systems and EquipmentUnderstanding of Navy ContractsAbility to communicate effectively with internal and external stakeholdersDetailed orientedApplication of project management principlesRisk managementLeadership and mentorshipFinancial managementPersonnel ManagementUnderstanding of Contract Data RequirementsScheduling and task planning using Project and ExcelKnowledge, understanding and experience with programs/technical areas under the Navy's In-Service Engineering Agents (NSWCPD) in either controls/networks/cyber or propulsion, auxiliary, logistics and modernization business areas.
