Program ManagerSTAHL Companies provides the Program Management for its Channel of Commercial Technology companies in Government that consist of Small Businesses and New Technology start-ups. We do this by aligning the voice of our small business members with advocacy for change in federal policy that will make the government market more accessible to small businesses and the commercial technology ecosystem.We are seeking a skilled and experienced Program Manager to join our team! The Program Manager (PM) will provide overall leadership, direction, and execution oversight for a multi-disciplinary contract supporting the Corona Division's Performance Assessment Department (PAD).
The PM is responsible for managing all aspects of contract performance, ensuring the successful delivery of Technical Engineering (TE), Information Technology (IT), Data Management (DM), Information Assurance (IA), and Logistics services. This role ensures the integration, operation, maintenance, deployment, and protection of PAD's telecommunications systems and IT infrastructure to enable secure, near-real-time data transfer, voice communications, and quantitative performance assessment for fleet and test & evaluation (T&E) missions.Key ResponsibilitiesProgram Leadership & OversightServe as the primary point of contact with the Government for all contract-related mattersProvide strategic direction, planning, and execution oversight across all functional areas (TE, IT, DM, IA, Logistics)Ensure alignment with mission objectives supporting PAD and Corona DivisionContract & Performance ManagementManage cost, schedule, and performance to meet contractual requirementsOversee staffing, resource allocation, and workforce performanceEnsure timely delivery of all contract deliverables and reporting requirementsTechnical & Operational ManagementOversee the design, engineering, integration, deployment, operation, and maintenance of PAD systems and infrastructureEnsure continuous operation of telecommunications systems enabling secure data transfer and voice communicationsSupport modernization efforts for IT infrastructure and ensure system scalability and reliabilityData Management & Mission SupportEnsure execution and compliance with the Data Management Plan (DMP)Oversee data collection, distribution, and accessibility to support test and analysis communitiesSupport real-time and post-event data dissemination for fleet and T&E eventsCybersecurity & Information AssuranceEnsure compliance with all IA, cybersecurity, and accreditation requirementsProtect PAD's Information Systems (IS) from cyber threats and vulnerabilitiesOversee implementation of secure processes, policies, and proceduresStakeholder CoordinationCoordinate with internal and external stakeholders including Aegis, ABMD, IWS, MDA, SSDS, USS SECURE, and SMWDCFacilitate collaboration across engineering, technical, and operational teamsProvide regular status updates to Government leadership and stakeholdersQuality & Process ImprovementImplement best practices to improve efficiency and reduce programmatic costsEnsure adherence to standard operating procedures and quality standardsDrive continuous improvement initiatives across all service areasRequired QualificationsBachelor's degree in Engineering, Information Technology, Computer Science, or related field (Master's preferred)10+ years of progressive experience managing complex technical or defense-related programsProven experience managing contracts involving engineering, IT infrastructure, data management, and cybersecurityStrong knowledge of DoD acquisition processes and program management best practicesDemonstrated ability to manage multi-disciplinary teams in a mission-critical environmentExcellent leadership, communication, and stakeholder engagement skillsPreferred QualificationsProject Management Professional (PMP) certification or equivalentExperience supporting Navy or DoD test and evaluation environmentsFamiliarity with telecommunications systems, secure data transfer systems, and fleet operationsKnowledge of Information Assurance frameworks (e.g., RMF, NIST)Experience supporting systems such as Aegis, Missile Defense, or naval warfare systems*Position is contingent upon award.Location: Corona Division, CA
