Job TitleGenesis is seeking an experienced Program Manager for a $300M+ contract within the federal contracting space.The Program Manager will champion planning, coordination, and communication of multidisciplinary/cross-functional teams responsible for delivering agile product development and defined subsystems, products and/or services.The Program Manager will be responsible for all necessary services, qualified personnel, material, and methodologies as needed and approved by IRS to perform agile IT Portfolio/project, and development support services for digital/online applications.Manage and coordinate activities among multiple teams, ensuring quality standards and work performance on all task orders and projects; planning, organizing and overseeing work efforts; assigning resources; managing personnel; providing risk management; ensuring quality management; monitoring overall project and contract performance.The Program Manager will partner with Business Analysts, Enterprise Architecture as well as Security, Quality Assurance and Infrastructure teams. Efficiently deliver Portfolio management to include Portfolio initiation and long-term planning Strategy and capacity planning, Product long-term release planning.Develop various program documents for new products or major changes to product such as requirement management plan, Program or Project Charters; Program Test Plan, etc. Effectively manage all team member resources allocated for the project.Ensure the certification and knowledge levels of project team personnel are always current and comprehensive and that they can provide the highest level of professional assistance to customers.Plan the delivery of services listed in the Statement of Work (SOW) Develop a plan and schedule with the customer for optimum delivery of project, to ensure integration of software with existing infrastructure, systems and applications.Maintain progress reviews of project tasks and team member assignments Establish/maintain project management processes to facilitate the successful execution and management of infrastructure related projects.Assist leadership in the identification of program risk, and develop and implement effective risk management strategies. Serve as the Primary Point of Contact with all stakeholders, customers, and personnel overseeing contract delivery activities.Perform ongoing assessments of customer requirements and Develop opportunities for project teamwork relative to the following scope areas: Agile Portfolio/Program Management Operations (PMO), Systems Engineering & Architecture Solutions, Agile Delivery and DevOps, Cybersecurity, Testing, Agile Coaching, Agile Transformation, and Systems Operations.Serve in the capacity of project manager and subject matter expert to lead customers through successfully implementing or expanding their use of the processes put in place with project implementation following the structured implementation lifecycle, recommended best practices and within the traditional project constraints related to cost, time, quality and scope.Requirements Basic Qualifications/Experience: Bachelor's Degree in a relevant major from an accredited college or university with 14+ years of continuous and progressive experience Candidate must have good communication skills, strong interpersonal skills, and good oral and written presentation skills Leadership and technical experience should include the following: Agile Portfolio/Program Management Operations (PMO), Systems Engineering & Architecture Solutions, Agile Delivery and DevOps, Cybersecurity, Testing, Agile Coaching, Agile Transformation, and Systems Operations.
Experience as Technical Lead, Integrated Product Team (IPT) Lead, Systems Engineering Manager or other leadership role in a program office or business function with demonstrated team building, organizational, and interpersonal skills 10+ years of Program Management, Project Management, or Account Management, experience in the Department of Treasury, with preference given to direct service within the Internal Revenue Service (IRS). Expertise surrounding IRS systems, procedures, and technical stack. Outstanding written and verbal communications skills to include organizational/time management, presentation/deliverables, and team leadership. Must demonstrate ability to clearly speak to senior management, stakeholders, and customers. Task Order writing and coordination experience, demonstrated understanding of cost estimation and basis of estimate definition using Agile Development Preferred Qualifications/Experience Strong relationships with IRS customers and ability to gain access to Treasury decision makers. Possess an in-depth understanding of the IRS organization and have strong working knowledge of their priorities, goals, and investments relative to Genesis' business practices, capabilities, and offerings. Agile Portfolio /Program Management Operations (PMO) experience within the IRS Digital Services playbook and domains Knowledge and experience with Rational Team Concert as the primary software development collaboration tool for agile planning, process definition, source control, defect tracking, and build management Experience managing product development and software releases in development environments with Red Hat Linux, Jenkins, JBoss, Apache Maven, Selenium Minimum Education: Bachelor's Degree and 7 years' experience, or a Master's Degree and 10 years' experience Required Certifications: PMP, CSM, ITIL, and/or SAFe (Certification would be a plus). Other: Must be US Citizen Willingness to be on-site in New Carrollton (Lanham), Maryland Willingness to travel and/or telecommute on occasion depending on customer needs
