Hybrid Program Manager Position in Virginia Beach, VAThe Program Manager is responsible for leading and managing the Maintenance Figure of Merit (MFOM) Software Modernization Program, supporting NAVSEA Surface Maintenance and Readiness initiatives. This individual serves as the primary interface with Government leadership and is responsible for successful contract execution, customer satisfaction, operational excellence, and strategic program growth.The Program Manager provides executive leadership across all aspects of program execution, including cost, schedule, technical performance, staffing, subcontractor management, risk management, quality assurance, and financial performance. Citizenship requiredActive DoD Secret Security Clearance requiredBachelor's degree in Engineering, Computer Science, Information Technology, Business, Technology Management, or a related disciplineDemonstrated experience managing large, multi-functional Government programs within the Department of Defense or Federal contracting environmentExperience managing U.S. Navy software development, modernization, sustainment, or maintenance programsExperience leading multidisciplinary teams of 15 or more technical and non-technical personnelStrong knowledge of Government contract management, financial oversight, FAR/DFARS compliance, and program executionExperience managing significant program budgets, labor forecasting, revenue, and operational performanceDemonstrated success managing cost, schedule, technical performance, quality, and customer satisfactionExperience delivering executive-level briefings and presentationsExcellent written and verbal communication skillsStrong customer relationship management and executive engagement skillsExperience with Agile software development, DevSecOps, cloud technologies, AI-enabled solutions, and digital transformation initiativesDemonstrated strategic thinking, analytical ability, organizational skills, and sound decision-makingExperience leveraging Artificial Intelligence (AI), automation, and advanced analytics to improve program execution, operational efficiency, decision-making, software delivery, or customer mission outcomesDemonstrated ability to identify, evaluate, and implement emerging technologies, including AI-enabled solutions, to drive innovation and continuous improvement within DoD or Federal programsIf applicable: If you are or have been recently employed by the U.S. government, a post-employment ethics letter will be required if employment with VSolvit is offeredPreferred QualificationsMaster's degree in Engineering, Computer Science, Business Administration, or related disciplineMinimum two years supporting NAVSEA organizationsExperience supporting maintenance modernization, logistics, readiness, or fleet sustainment programsExperience supporting AI-enabled analytics, predictive maintenance, digital engineering, or cloud modernization initiativesTwo or more years supporting Business Development, Capture, proposal development, technical solutioning, and transition planningProject Management Professional (PMP) certificationSAFe Agilist, SAFe Program Consultant (SPC), or similar Agile certificationMilitary leadership experience, particularly within Navy maintenance, logistics, operational support, or engineering organizationsSuccess ProfileThe successful candidate combines exceptional program execution with strategic leadership, strong customer engagement, financial stewardship, and business acumen.
