Shaped by the Yellowstone River and sheltered by the Rims, Billings is the cradle of progressive regional commerce providing healthcare, transportation, diverse educational opportunities, cuisine, arts and culture.The Western Area Power Administration (WAPA) Upper Great Plains Region (UGPR) is responsible for the marketing and transmission of Federal and contract electric power generated at Federal and contractor sites to wholesale customers in seven states (Nebraska, Missouri, Minnesota, Montana, North Dakota, South Dakota, and Iowa). This includes responsibilities for maintenance and operations of a high-voltage transmission system that delivers Pick-Sloan Project power through nearly 100 substations across UGPR's seven-state area. In accomplishing this mission, the work consists of, but is not necessarily limited to power marketing, operation and maintenance, engineering and construction, and administrative services.

The work required supports the UGPR located in three field maintenance offices in Huron, South Dakota; Fort Peck, Montana; and Bismarck, North Dakota; one Operations Office located in Watertown, South Dakota and one Regional office located in Billings, Montana.SummaryManages all aspects of operations of the facility. The Program Manager will serve as the interface between WAPA and contract personnel and shall ensure tasks are completed with the highest standards of quality and best in class customer service.Requirements (Duties include but are not limited to)Meet with the COR and provide a weekly update on work completed and on progress of any ongoing projects.Resolves personnel issues/problems and ensures training, certifications, license, and any other deadlines are up to date.Ensure all requirements of the Performance Work Statement are filled with the qualified personnel.Responds to inquiries about projects.Planning and managing the project professionallyEnsuring that work is scheduled properly to obtain maximum use of resources.Ensuring that accurate and timely reports are providedEnsure cost saving factors and quality controls are used to ensure work is performed as scheduled, and at a fair and reasonable cost.Accomplishes human resource objectives by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and providing corrective-actions to employees when it arises. Communicating job expectations, planning, monitoring, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation actions, enforcing policies and procedures.QualificationsMust have a minimum of 4-6 years of related experience; including at least two (2) years of experience in project management or a related field.Have a high school diploma or equivalent or bachelor's degree.Proficient in MS Office, and Adobe programs.Active security clearance preferred.Must have demonstrated competency in Project Management, Communication Proficiency, Technical Capacity, Problem Solving/Analysis, Time Management, and Attention to Detail.KurzSolutions is committed to improving health outcomes by providing well-managed companies with the top healthcare talent in the market.
