Program Evaluator - Pay for Success

WIL is seeking a Program Evaluator for pay-for-success projects to independently evaluate outcomes when government payments depend on results.

Opportunity type: this is a contingent proposal opportunity in WILs expert collaborator network, not a funded vacancy. It supports a competitive grant application WIL is preparing; no award has been made, and there is no guaranteed work or funding. If an award proceeds and the staffing model calls for it, WIL may offer a project-based contract or consulting engagement. We will ask before naming you or including your resume in any proposal.
What youll do
Design rigorous evaluations of outcomes for pay-for-success projects
Define outcome metrics, payment triggers, and data sources
Set up data-sharing arrangements with public agencies
Conduct impact analysis using experimental or quasi-experimental methods
Report results to government, funder, and provider partners
Contribute qualifications and past-performance narrative to WIL proposals when you authorize naming

Requirements
Required
Experience evaluating social programs with experimental or quasi-experimental methods
Familiarity with pay-for-success, social impact bonds, or outcomes contracts
Experience with administrative data from public agencies
Strong quantitative skills
Comfortable as a project-based contract collaborator; remote US
Nice to have
PhD preferred (economics, public policy, statistics, or related field)
Served as independent evaluator on an outcomes-based contract
Cost-benefit analysis experience
