Summary You will serve as a PROGRAM ANALYST in the Department of the Navy (DON) National Security Integration Office (NSIO). Responsibilities You will analyze new or proposed strategy documents to determine which specified and implied requirements align with the Directorate. You will assist the Director with strategic planning to achieve DON and DoD material solution objectives; reviews, validates, and/or recommends updates to program authorities, resource profiles, facility capabilities and personnel assigned. You will identify programmatic gaps, advise on program office organizational structure and operational support, make recommendations to optimize execution and adjust financial profiles, and serve as a security liaison to protect program information. You will prepare decision memoranda, executive level briefs, white papers, and financial performance reviews and forecasts. You will actively lead working groups taking into account the missions, mindset, and priorities, of the participants and balance this against Directorate and DON requirements. You will develop and implement procedures and methodologies for evaluating Directorate plans and programs. Requirements Conditions of Employment Qualifications GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing and presenting findings, reports or recommendations to internal and external stakeholders for consideration in decision-making. Identifying a need for and ability to gather accurate information; organizing and maintaining information or information management systems and communicating through a variety of methods. GS-14: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Persuading others, building consensus, and gaining cooperation from others to obtain information, find solutions, and accomplish goals. Identifying and analyzing problems, their cause, and viable solutions to recommend and implement based on the interest of the mission and stakeholders. Implementing plans consistent with long-term interests of the organization that take into consideration the constraints, goals and values of the organization. Resolving technical, policy or procedural issues affecting the provisions of sensitive support (e.g., identity data management). Education Additional Information Salary Range: GS 13: $121,785 - $158,322 GS 14: $143,913 - $187,093 Vacancies filled from this announcement may be filled at any grade level listed.
