Position

Northrop Grumman Aeronautics Systems seeks a Principal Facilities Construction Project Manager (Level 3) or Senior Principal Facilities Construction Project Manager (Level 4) located in Palmdale, California. The role supports on‑site facility construction projects, coordinating with customers, maintenance, and engineering teams, while managing schedules, budgets, and risk.

Responsibilities

  • The position oversees and manages the facilities projects and construction activities and serves as liaison between leadership, program, and other customers.
  • Act as primary contact for facilities between customers and maintenance for equipment and machinery project activities.
  • Gather, review, and finalize requirements data concerning facility or equipment specifications, company or government restrictions, required completion date, and construction feasibility.
  • Plan, design, and oversee the reconfiguration, maintenance, and alteration of equipment, machinery, buildings, structures, and other facilities.
  • Coordinate with architecture/engineering firms in developing design criteria and preparing layout and detail drawings.
  • Prepare Scopes of Work and supporting documents for procurement of design and construction services.
  • Review and estimate costs, including design, equipment, installation, labor, materials, construction, and other related costs.
  • Inspect or direct the inspection of construction and installation progress to ensure conformance to established drawings, specifications, and schedules.
  • Manage and execute multiple facilities projects simultaneously in a fast paced environment.
  • Forecast and report on project status, including key project metrics for Risk, Cost, and Schedule.
  • Produce and implement risk mitigation and schedule recovery plans as required.
  • Identify any task that will require special inspection and coordinate with customer and contractors.
  • Coordinate and update the Air Force as required for projects, budgets, and schedule.

Basic Qualifications – Level 3

  • A minimum of high school diploma or GED and 8 years of combined project management, facilities construction project management, or facilities management experience OR a Bachelor’s Degree and 5 years of experience OR a Master’s Degree and 4 years of experience.
  • Knowledge of construction related disciplines.
  • Ability to communicate effectively and clearly to present technical approaches and findings.
  • Experience troubleshooting and solving issues related to mechanical systems, machines, and material assemblies.
  • Preparation of Scopes of Work and supporting documents for procurement of design and construction services.
  • Must be capable of obtaining and maintaining a DOD Secret Clearance.

Basic Qualifications – Level 4

  • A minimum of high school diploma or GED and 11 years of combined project management, facilities construction project management, or facilities management experience OR a Bachelor’s Degree and 8 years of experience OR a Master’s Degree and 6 years of experience.
  • Knowledge of construction related disciplines.
  • Ability to communicate effectively and clearly to present technical approaches and findings.
  • Experience troubleshooting and solving issues related to mechanical systems, machines, and material assemblies.
  • Preparation of Scopes of Work and supporting documents for procurement of design and construction services.
  • Prior work experience in facility layout, engineering, electrical, mechanical, HVAC design, plumbing, hydraulics, dynamics, and/or control systems and project management.
  • Ability to independently manage multiple construction related projects.
  • Must be capable of obtaining and maintaining a DOD Secret Clearance.

Preferred Qualifications

  • Active DoD Secret Clearance.
  • Lead and instruct junior project management team members through scope and process.
  • Understanding of the change management process.
  • PMP Certification.
  • Professional writing skills and the ability to communicate with various levels of leadership, including presentation skills.
  • Proficiency in MS Project and Microsoft Office applications.
  • Experience with design and construction of cleanrooms, classified facilities, fire and security alarms, remote monitoring, energy management systems, and high‑voltage electrical systems.
  • Knowledge of building codes, ADA, UFC, and federal regulations related to functional responsibility.

Compensation

Primary Level Salary Range: $94,200.00 – $141,200.00.Secondary Level Salary Range: $117,500.00 – $176,300.00. The range is a guideline; actual offers vary based on experience, education, skills, and market conditions. Overtime, shift differential, and discretionary bonuses may apply.

Security Clearance

DOD Secret Clearance is required and must be maintained throughout the employment.
