Technical Specialist Analyst/Designer/DeveloperThe North Carolina Department of Transportation (NCDOT) is seeking a Technical Specialist contractor analyst/designer/developer for a 12-month engagement for the Engineering Application Services Department (EAS) to enhance and maintain a mission-critical application for the department called HiCAMS. HiCAMS is a custom, client-server, PowerBuilder application used to track work, materials and payments on North Carolina Division of Highways Construction projects. We also have many Java, C++, and asp.net/C# interfaces with various internal and external systems that need to be maintained and enhanced. Additionally, there is a list of new interfaces and web applications tied to HiCAMS that our clients want to have developed in the coming years.The initial assignments will be to analyze/design/code/test data windows to replace approximately 200 sample test result spreadsheet formats that were coded using an outdated 3rd party software tool. Additional work will involve analyzing/designing/coding/testing bug fixes and other functional enhancements to the system and its interfaces. This individual should have practical experience with standard development life cycle, including requirements gathering, analysis, design, development, unit & system testing, quality assurance testing as well as experience with business process transformation.
