The Assistant Commanding Officer, Fiscal Group, assists in overseeing the Department's fiscal operations and administrative functions, supporting an annual budget of approximately $2 billion and payroll for over 11,000 employees. Responsibilities include budget development and monitoring, financial planning, expenditure oversight, payroll operations and related systems, procurement and contracting, revenue and cost recovery, vendor payments, travel, and ensuring compliance with City and Department fiscal policies and controls. The position also provides leadership and oversight to Fiscal Group supervisors and personnel , establishes priorities, coordinates with Department commands, external oversight bodies, and City entities on financial matters, identifies fiscal risks and efficiencies, and supports the Commanding Officer in ensuring the effective and responsible management of Department resources and controls.
MINIMUM REQUIREMENTS:
1. Two years of full-time paid managerial experience with the City of Los Angeles Police Department in a position at the level of Senior Management Analyst II supervising, planning, coordinating and directing staff in the daily operation of:

  1. an administrative, financial, or support function; or
  2. an information systems or communications function involving systems analysis, design and development, and installation of multi-purpose computer-based information systems; or

2. Two years of full-time paid experience in a position at the level of a Senior Management Analyst II supervising, planning, coordinating and directing staff performing any of the following functions related to public safety: administrative analysis, financial analysis, human resources, information systems, communications or other support functions.
DESIRED QUALIFICATIONS: The ideal candidate will have demonstrated experience managing supervisors and professional staff; exercising independent judgment in complex or sensitive matters; establishing priorities among competing demands; developing recommendations for senior management; leading process improvements; working collaboratively across organizational boundaries; and communicating effectively with senior executives and other stakeholders. Broad experience in governmental financial or administrative operations is highly desirable.
