The candidate for this position should possess a current Project Management Professional certification with the Project Management Institute.Through the State of Florida HR BPO initiative, the customer leverages modern and evolving technology to provide an employee and manager self-service online tool that provides services more effectively and efficiently - ultimately streamlining, standardizing, and automating human resource transactional processes while reducing the cost of government.The customer’s current HR BPO contract is scheduled to terminate on August 20, 2026.
The customer has developed a People First timeline that describes key milestone dates that must be met to properly prepare for the expiration of the contract. The timeline includes a business case in the Fiscal Year , a potential procurement immediately following business case completion (estimated for Fiscal Year ), and a potential transition beginning in the Fiscal Year and completing no later than August 20, 2026. The Project Leader will be focused on projects occurring within these deadlines.The business case will include a detailed analysis of the software and platform upon which People First is built (SAP), determine both its current and future status in the industry, and provide a substantive recommendation for its continued or discontinued use.
The business case will also include a detailed operational assessment of People First (current and recommended enhancements or services), cost-benefit analysis, risk analysis, and staffing analysis for each of the options determined to be feasible for continued operations.The vendor shall provide a Project Leader (contract staff) to assume responsibility for leading the project, which includes planning, executing, monitoring, controlling, and closing the project.The contract staff shall, at a minimum:Provide oversight of all aspects of the project(s) and keep the work on schedule and within budget;Conduct project management tasks and maintain current documentation in accordance with Rule 60GG-1, Florida Administrative Code (F.A.C.), Project Management Institute (PMI) guidance, and Department policies and procedures;Coordinate and attend project meetings, including scheduling, creating agendas, documenting meeting minutes, action items and decisions;Maintain all project documents created or received by the vendor on a customer SharePoint site;Document, monitor, and advise the customer on mitigating project risks;Provide input to the Contract Manager and staff for project planning to accomplish project goals within constraints such as time, cost, and agreed quality standards; and furnish timely feedback to the Contract Manager within the timeframe identified by the Department;Serve as an extension of the People First staff and as a single point of contact for the project;Appear before Department-identified external and internal project stakeholders to answer questions about the project and serve as a liaison between the project team and project stakeholders. Communication to stakeholders should be clear, concise, professional, and contain accurate information. Stakeholders may include, but are not limited to, current users of the People First system and service center, the Florida Legislature and legislative staff, and the Executive Office of the Governor;Assist in delivering a completed and final HR BPO Business Case by June 30, 2023; andPerform ERP.Establish the basic framework to set up a Project Management Office within the People First division to deliver a written proposal to 1) Define the purpose of PMO; 2) Determine the scope of the PMO; 3) Create a PMO Charter; and 4) Identify the PMO staffing requirements, and how to set up the PMO infrastructure.
