Mission of the San Francisco Department of Public Health (SFDPH)

The SFDPH protects and promotes the health of all San Franciscans. It operates through two main divisions: the San Francisco Health Network and Population Health.

Role Description

• Plan, assign, and review the duties of subordinate employees engaged in the preparation of time rolls, payroll, and personnel records.
• Oversee the overall operation of the certification division, including certification of eligible lists, processing appointments, and coordinating with the payroll audit division.
• Interpret labor contract provisions, charter, administrative code, civil service rules, salary ordinances, departmental rules, and other documents governing employee pay and benefits; provide written and oral explanations.
• Participate in conferences, staff meetings, and meetings on electronic data processing to improve payroll operations.
• Consult with the Controller's office, departmental representatives, Health Service System, and Retirement System on laws, codes, and accounting controls related to payroll operations.
• Perform additional related duties as required.

How to Qualify

Minimum Qualifications – Required

• Five (5) years of progressively responsible clerical and office experience in the preparation and maintenance of detailed and complex payroll and personnel records and reports.
• At least four (4) years of responsible supervisory experience.

Substitution

• Completion of 30 semester/45 quarter units of business-related coursework with at least 12 semester/18 quarter units in accounting, mathematics, human resources, or a closely related field may substitute for one year of the required non-supervisory experience.
• Possession of a Certified Payroll Professional (CPP) certificate may substitute for one year of the required non-supervisory experience.
