Position Summary
We are seeking an experienced Payroll Manager to lead and oversee our payroll function for approximately 1,400 employees across multiple states. The role is the functional owner of Workday Payroll and Workday Time Tracking and is responsible for payroll operations, compliance, audits, internal controls, and continuous process improvement.
Responsibilities
- Oversee all aspects of payroll administration, including payroll processing, tax compliance, retirement contributions, payroll accounting support, and year‑end reporting.
- Manage bi‑weekly payroll processing for all employees, ensuring accuracy, timeliness, and compliance with wage and hour laws and multi‑state payroll requirements.
- Review and approve payroll inputs including timekeeping data, earnings, deductions, garnishments, retroactive adjustments, and off‑cycle payments.
- Maintain employee payroll records, including new hires, terminations, job changes, and compensation updates.
- Oversee paid time off (PTO), leave accruals, and state‑mandated leave programs, ensuring balances and payments are correct for exempt and non‑exempt staff.
- Ensure compliance with all federal, state, and local payroll tax regulations, wage and hour laws, and reporting requirements.
- Serve as primary liaison with third‑party payroll tax administrators and government agencies, resolving discrepancies and ensuring timely filings and payments.
- Prepare and submit quarterly and annual payroll tax filings and support external audits.
- Oversee the accurate calculation, reconciliation, and transmission of employee and employer contributions for retirement plans.
- Support payroll budgeting, position control, and variance analysis.
- Serve as the functional owner and subject‑matter expert for Workday Payroll and Workday Time Tracking.
- Lead payroll system enhancements, upgrades, integrations, testing efforts, and Workday releases.
- Develop, document, and maintain payroll policies, procedures, and internal controls.
- Identify opportunities for automation, efficiency, and risk reduction; implement best practices and continuous improvements.
- Supervise, train, and develop payroll staff, including performance management, coaching, and professional development.
- Partner closely with Human Resources, Benefits, Finance, and HRIS to ensure seamless data flow and strong cross‑functional collaboration.
- Provide exceptional customer service to employees by resolving payroll‑related inquiries promptly and professionally.
- Participate in audits, special projects, and cross‑functional initiatives as assigned.
- Stay current on payroll regulations, industry trends, and best practices.
Qualifications
- Bachelor’s degree in Accounting, Finance, Business Administration, Human Resources, or a related field; equivalent combination of education and experience may be considered.
- 7–10 years of progressive payroll experience.
- 1–3 years of payroll supervisory experience.
- Experience managing multi‑state payroll in a complex organization, preferably within healthcare, nonprofit, or another highly regulated environment.
- Hands‑on experience with Workday Payroll, Workday Time Tracking, payroll system implementations, upgrades, or integrations.
- Strong knowledge of federal and state payroll tax regulations, wage and hour laws, payroll compliance, and reporting requirements.
- Experience managing payroll audits, year‑end processing, tax filings, retirement plan contributions, reconciliations, and payroll‑related reporting.
- Advanced Excel and analytical skills, including payroll reconciliations, reporting, and problem‑solving.
- Strong leadership, coaching, and employee development skills with experience supervising payroll staff.
- Excellent communication and interpersonal skills, with the ability to collaborate effectively across Human Resources, Benefits, Finance, HRIS, and external partners.
- Exceptional attention to detail, organizational skills, and commitment to accuracy.
- Ability to manage confidential information with professionalism, integrity, and discretion.
- Ability to prioritize competing deadlines and thrive in a fast‑paced environment while delivering exceptional customer service.
Work Environment & Physical Requirements
This position operates in a professional office and clinic environment. Regularly required to sit, stand, walk, and use hands to operate a computer and other office equipment. Must be able to remain in a stationary position for extended periods while performing administrative and computer‑based tasks. Occasionally required to lift or move items weighing up to 20 pounds (such as files, office supplies, or small equipment). Must have adequate visual acuity, hearing, and manual dexterity to perform essential job functions. May occasionally move between clinic and administrative areas and be exposed to a typical clinical setting. Expected to follow all NeighborHealth and OSHA safety policies and procedures, including maintaining a safe and ergonomic work environment.
Pay Range
Starting at $111,280.00 up to $174,720.00 based on experience.
