Payroll Manager

Seeking a Payroll Manager to lead payroll operations and supervise staff during the implementation of a new HRIS/HCM system. This role will oversee full-cycle payroll processing, compliance, payroll reporting, and system transition activities.

Key Qualifications

• 
  
• 5+ years of municipal payroll experience
  
• Prior payroll leadership or supervisory experience
  
• Strong knowledge of payroll taxes, wage & hour laws, payroll accounting, and reconciliations
  
• Experience with union agreements (MOUs), retirement contributions, and complex payroll environments
  
• Police & fire payroll experience highly preferred
  
• Tyler Munis and advanced Excel skills preferred
  

Key Responsibilities

• 
  
• Manage full-cycle municipal payroll operations
  
• Supervise and support payroll staff
  
• Ensure payroll compliance and accuracy
  
• Review reconciliations, tax filings, and payroll reporting
  
• Resolve complex payroll issues and discrepancies
  
• Partner with HR, Finance, IT, and department leaders
