Seeking a Payroll Manager to lead payroll operations and supervise staff during the implementation of a new HRIS/HCM system. This role will oversee full-cycle payroll processing, compliance, payroll reporting, and system transition activities.

Key Qualifications
- 5+ years of municipal payroll experience
- Prior payroll leadership or supervisory experience
- Strong knowledge of payroll taxes, wage & hour laws, payroll accounting, and reconciliations
- Experience with union agreements (MOUs), retirement contributions, and complex payroll environments
- Police & fire payroll experience highly preferred
- Tyler Munis and advanced Excel skills preferred
Key Responsibilities
- Manage full-cycle municipal payroll operations
- Supervise and support payroll staff
- Ensure payroll compliance and accuracy
- Review reconciliations, tax filings, and payroll reporting
- Resolve complex payroll issues and discrepancies
- Partner with HR, Finance, IT, and department leaders
