Payroll & Human Resources Generalist (Mid-Level)

We are seeking an experienced Payroll & Human Resources Generalist with 5+ years of progressive HR and payroll experience. This role is responsible for managing payroll operations for both union and non-union employees while supporting key HR functions including compliance, employee relations, onboarding, benefits administration, and policy implementation. The ideal candidate is detail-oriented, knowledgeable in labor laws and union agreements, and capable of balancing payroll accuracy with employee-focused HR support.

Key Responsibilities

  • Process weekly, bi-weekly, and/or semi-monthly payroll for union and non-union employees.
  • Ensure accurate calculation of wages, overtime, deductions, and benefits.
  • Administer certified payroll and prevailing wage reporting when required.
  • Maintain payroll records and ensure compliance with federal, state, and local regulations.
  • Coordinate payroll audits and year-end processing, including W-2s and tax reporting.
  • Work closely with accounting and operations teams to resolve payroll discrepancies.
  • Manage employee onboarding, orientation, and offboarding processes.
  • Maintain employee personnel files and HRIS records.
  • Assist with benefits administration, enrollment, and employee questions.
  • Support employee relations matters and provide guidance on company policies.
  • Coordinate recruiting activities, interview scheduling, and new hire documentation.
  • Assist with performance management and employee development initiatives.
  • Assist in development of companies people strategy
  • Ensure compliance with employment laws, wage and hour regulations, and company policies.
  • Interpret and administer collective bargaining agreements for union employees.
  • Maintain compliance with EEO, FMLA, ADA, OSHA, workers' compensation, and other employment regulations.
  • Assist with audits, investigations, and documentation requests.
  • Monitor regulatory changes and recommend policy updates as needed.

Qualifications

  • 5+ years of payroll and human resources experience.
  • Experience processing payroll for both union and non-union employees.
  • Working knowledge of labor laws, employment regulations, and compliance requirements.
  • Experience with payroll systems and HRIS platforms.
  • Strong understanding of collective bargaining agreements and union reporting requirements.
  • Proficiency in Microsoft Office, particularly Excel.
  • Excellent organizational, communication, and problem-solving skills.
  • Ability to maintain confidentiality and handle sensitive information professionally.

Preferred Qualifications

  • Bachelor's degree in Human Resources, Business Administration, Accounting, or related field.
  • PHR, SHRM-CP, CPP, or similar certification preferred.
  • Experience in construction, manufacturing, transportation, or other unionized environments.
  • Experience with prevailing wage and certified payroll reporting.
