Owner's Authorized Representative (OAR I)The Owner's Authorized Representative (OAR I) is responsible for managing and overseeing all phases of assigned construction projects, from pre-construction through close-out. This role serves as a key liaison between the District, contractors, architects, engineers, and public agencies, ensuring that projects are delivered on time, within budget, and in compliance with all regulatory and quality standards. This is a highly collaborative and detail-oriented position suited for professionals with strong project leadership experience in public-sector or educational construction.Key Responsibilities include:Managing all phases of construction projects including pre-construction, bidding, construction, and close-outReviewing design documents and coordinating feedback with architects and engineersMonitoring project budgets, schedules, and overall performance against District standardsCoordinating with public agencies and internal District departments to ensure complianceOverseeing contractor activities, schedules, submittals, and RFIs/RFCsReviewing and negotiating change orders to ensure fair and reasonable pricingManaging payment applications for contractors, consultants, and vendorsAdministering professional service agreements and contract complianceCoordinating delivery of fixtures, furniture, and equipment (FF&E)Leading project close-out, including certification with the Division of the State Architect and financial reconciliationRequirements:Experience:Minimum 10 years of full-time professional experience in construction and/or project managementAt least 3 years managing complex projects valued at $10M+Experience with public works, educational facilities, or large commercial construction preferredEducation (one of the following):Bachelor's degree in Architecture, Engineering, or Construction Management ORBachelor's degree in any field with the ability to obtain a Certified Construction Manager (CCM) credential within one year ORActive CCM credential in lieu of degreeTechnical & Professional Skills:Strong knowledge of construction processes, scheduling, and cost controlExperience managing contractor performance, submittals, and change ordersAbility to interpret plans, specifications, and contract documentsStrong communication, negotiation, and organizational skillsPreferred Qualifications:Design-Build project experienceFamiliarity with Building Information Modeling (BIM)Experience with LEED or CHPS-certified projectsKnowledge of DSA processes and approvalsOSHA 30 certificationPreferred Licenses/Certifications:Registered Architect or Professional Engineer (PE) in CaliforniaCertified Construction Manager (CCM) credentialBenefits:80 hours of vacation and 40 hours of sick leave annually13 paid holidays100% employer-covered medical, dental, and vision insurance401(k) with 100% employer match up to 4%, fully vested immediately
