Job TitleResponsible for the overall operations at a City of Venice Water/Wastewater Facility in compliance with Federal, State and City (local) mandates.City ExpectationsCertain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, any and all employees may be activated as essential employees in the event of an emergency.Essential FunctionsOversees facility technical and administrative operations including plant systems and utility maintenance in compliance with regulatory requirements.Responsible for the assessment, preparation, submission and retention of reports to regulatory agencies.Ensures plant facilities and equipment are maintained in a safe and effective condition.Certifies applicable chemical and physical test results to confirm regulatory standards and requirements are met.Recommends changes to plant operations to optimize treatment as needed.Administers the Supervisory Control And Data Acquisition (SCADA) and other operational systems for assigned facility.Assists in divisional budget preparation and oversees fiscal expenditures.Responsible for staying current with changes in regulations, requirements and procedures imposed by regulatory agencies.Safely and efficiently drives and operates city vehicles as required.Recommends hiring, transfer, suspension, promotion, discharge, discipline and evaluation of plant operators.ResponsibilitiesResponsible for the overall safe and efficient operations of a City of Venice water/wastewater plant facility to ensure quality service to customers. Responsible in work to the Utilities Director or designee.Minimum QualificationsHigh school graduate or equivalent with seven (7) years' experience in overall plant operations in an applicable utility facility. Must possess and maintain a Florida Class A Wastewater Treatment Plant Operator License.

Experience in supervision is also required. Must possess a valid Florida Driver's license, free of any serious violations or ability to obtain an instate license within thirty (30) days from date of hire.Knowledge of practices and procedures used in the operation and maintenance of a utility plant facility. Ability to work independently of direct supervision and capable of sustaining regular and predictable attendance. Possess excellent listening, speaking and communication skills; understand and follow applicable federal, state and local regulations; maintain records, and prepare reports legibly and accurately. Knowledge of occupational hazards and safety precautions connected with this type of work. Ability to establish and maintain effective working relationships with subordinates, supervisors, regulatory agency representatives and the general public.Ability to sit, stand, walk, climb, bend, stoop, and lift. Ability to work both indoors and outdoors in all kinds of weather and for prolonged periods of time. Must have good eyesight and hearing with or without aides. Color vision required. Must possess excellent hand and eye coordination. Must be able to work regularly under the stress of emergency situations and deadlines.
