Operations Project Engineer (OPM)The Operations Project Engineer (OPM) provides technical leadership for the hardware production, test and acceptance of simulation training devices. The OPM is responsible for execution of assigned projects from hardware planning, manufacturing, assembly, and installation aspects. The OPM leads, monitors and reports the project production progress and performance; identifies, resolves, and escalates project issues and risks to meet project deliverables. The OPM will apply independent judgment and creativity in the performance of tasks that may be broad in scope.
The OPM interfaces/coordinates with: Production/Material Planning, Program Management, Finance, Hardware Engineering, Procurement/Sub-Contracts, Quality Assurance, Logistics, Trade Compliance, and Test Engineering to ensure hardware project execution success.Essential Duties and ResponsibilitiesReasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Business DevelopmentUnderstand the bid approach and scope of workSupport development of the execution plan and schedule to ensure producibilityReview and assist with generation of Basis of Estimates (BOEs) for new cost proposals and update existing BOEs when there are changes to the proposed scope of workProject LeadershipAttend project kickoff meetings to be aware of project schedules and overall requirementsSupport generation of a Hardware Development Plan specific to execution of production effortHave a comprehensive understanding of Integrated Master Plan and Integrated Master Schedule to support risk and time phased productionEnsure Integrated Master Schedule adequately defines the procurement and production effortReview schedule milestones with hardware teams and consult with Project Management and Project Engineering to determine changes to the Master PlanControl Account Manager for production labor on assigned projectsPerform labor hours analysis and labor hour spreading for newly kicked off programs or programs that are re-base liningMonitor advance orders and buyer furnished parts to ensure component availabilityGeneration of Engineering Change Requests for design issuesManage a hardware engineering DR/ECN and production NMR burndown plan to ensure all are incorporated before Tear Down, Package, and Ship (TDPS)Provide status of available produced assets to project team (test bed, etc.)Coordinate with test engineers to test designs and functionality prior to full integrationEnsure a smooth transition between design, production, in-house testing and TDPS.Participate in TDPS debrief to PM for any outstanding hardware issuesIdentify technical documentation required for deployment to ensure deployment team has complete documentation packageAssist PM and PE with risk definition and mitigation plansMeet with team members regularly to gather statusTechnical LeadershipParticipate in process improvement initiativesSupport Production/Manufacturing personnel with any problems they may encounterAssist in problem resolutions and coordinate with Engineering design team to correct/revise designs and/or documentation to facilitate ease in manufacturing and promote cost reductionsReview current manufacturing methods and make recommendations to approve efficienciesParticipate in Make/Buy decisions to determine the most cost-effective means of productionAbility to perform drawing and design reviews to ensure accuracy and manufacturability on new and/or revised drawings and parts listsGenerate detailed work instructions for drawings, specifications, and other technical data.Status assigned programs to upper management through direct communication or in weekly status reportsCoordinate with other departments to ensure a continual flow of work ensuring assignments are accomplished smoothly and without need for workarounds whenever possibleInterface with subcontractors on progress, Engineering support, coordination and scheduleQualifications and Education RequirementsBachelor's or Technical College Degree with 6 years of related experience in aerospace or an equivalent combination of technical education related to electronics, electro-mechanical, computer, aviation, or simulation technology.Flight simulation experience with detailed knowledge of flight simulator hardware technology a plusMust demonstrate the ability to create and understand technical documents and drawings related to aircraft, computers, electronics and flight simulation technologyStrong communication skills including the ability to effectively present information and respond to questions from managers, clients, and customers.Customer/client focusProject/process managementAbility to produce, analyze and manipulate reports, business correspondence, and procedure manualsAbility to read, analyze, and interpret professional journals, technical procedures, or governmental regulationsMust possess proficiency in Microsoft Office products (Word, Excel, PowerPoint, Outlook)Must be eligible for DoD Personal Security ClearanceSecurity ResponsibilitiesMust comply with all company security and data protection / usage policies and procedures.
