Job Title:.NET Software Application DeveloperThe Connecticut Office of Early Childhood (OEC) is seeking an experienced.NET Software Application Developer to support a legacy-to-modern application modernization initiative. This role involves full-stack development using.NET Framework 4.8, with responsibilities spanning both server-side and user interface development.The developer will work closely with database and ETL teams in an Agile Scrum environment, contributing to application development, performance optimization, security hardening, and CI/CD pipelines using Azure DevOps.Key ResponsibilitiesCollaborate with product owners, business stakeholders, and architects to gather and document technical and functional requirementsTranslate business requirements into Azure DevOps work items, acceptance criteria, and development tasksCreate and maintain technical documentation, UI/interface mappings, and operational runbooksDesign, develop, and refactor server-side components using C#, ASP.NET MVC (.NET Framework 4.8)Build and maintain UI components using Razor Views, HTML5, CSS3, JavaScript, jQuery, and BootstrapImplement background jobs, scheduled tasks, and Windows services without introducing additional API layersConduct code reviews and enforce best practices related to security, performance, and maintainabilityDevelop and optimize SQL Server / Azure SQL database objects, including schemas, stored procedures, and indexesCollaborate with data engineers on SSIS/ETL processes and file-based integrationsValidate data migration, system integrations, and referential integrityIdentify and resolve performance bottlenecks using caching, batching, and asynchronous processingImplement secure coding practices, including authentication and authorization mechanismsSupport logging, monitoring, diagnostics, and incident response documentationSupport CI/CD pipelines in Azure DevOps, including builds, releases, and deploymentsAssist with deployment artifacts, rollback strategies, and release documentationActively participate in all Agile/Scrum ceremoniesRequired Skills & QualificationsStrong experience with C# and.NET Framework 4.8 (ASP.NET MVC, Razor)Hands-on experience with Entity Framework and/or ADO.NETStrong T-SQL, stored procedure development, and SQL performance tuning skillsFront-end experience with HTML, CSS, JavaScript, jQuery, and BootstrapExperience using Azure DevOps (Git, pipelines, work items)Proficiency with Visual Studio 2022Strong troubleshooting and production support experiencePreferred QualificationsExperience with SSIS or other ETL toolsUnit and integration testing experience
