Senior Program DirectorThe NC Department of Health and Human Services (DHHS) is seeking an experienced senior program director within depth knowledge of public health to lead an IT modernization and transformation effort for DPH. This lead management role will work with multiple internal and external stakeholders, project teams, divisions, departments, and vendors to strategize and build a strategic road map and plan that supports the organizational objectives. This position will interact with all levels of staff in DHHS including senior executive staff.
This position will be responsible to refine the scope and support development of strategy, establish modernization roadmap and ultimately be responsible for ensuring that the initiatives are successfully delivered.Responsibilities include but are not limited to:Work closely with program and project sponsors, PPMs, to identify and prioritize initiatives at a division levelEstablish and implement a governance model for the DPH data modernization programCollaborate with business and IT leaders along with, Project Portfolio Manager, and other staff to develop and prioritize identified efforts and develop modernization roadmap for DPHDetermine data needs and support all the activities needed for the development of the Dashboard Visualization needed by the divisionCollaborate with stakeholders to develop the plan to deliver business intelligence solutions, dashboards and data visualizations.Work with business and cross-functional teams to develop Business Case and Cost Benefit analysis for prioritized initiatives within the programManage and obtain various DHHS and state approvals for initiating projects within the programParticipates in the development of Statements of Work (SOW) and Request for Proposal (RFP) in collaboration with the business and other agency teams for projects within the programManage multiple Vendor engagementsIdentify key requirements needed from cross-functional teams and VendorsWork with other program managers to identify risks and opportunities across multiple projects within the departmentManage budget and funding channels for maximum productivityTracks, maintains and present program details, progress, status, risk and other relevant topics to senior and executive managementWork with Project Portfolio Managers and Project Managers within the program to develop and Maintain Program Level data across the multiple efforts and present Program dashboards in ESCs and maintain clear, effective, and transparent communicationsManage resource allocations and expectations for programCollaborate with the State DIT to ensure program compliance with the State IT Roadmap and all State security requirementsSkills:Proven ability to conceive and promote a strategic vision for data and data managementExtensive Program management experience, planning and managing large complex technology business programs.Exposure to modern data architecture, data lake, data warehouse, and relational database structuresProven ability to work in a technically diverse environment with an assortment of products, platforms and servicesExperience with on-site, off-site and cloud-based database solutionsThe selected candidate must be a results-oriented individual with a strong work ethic and must be able to demonstrate excellent leadership, negotiation, time management, facilitation, and organizational skillsExperience in the management of a portfolio of multiple projects that may be in significantly different stages of development or have differing timelines and prioritiesExperience in communicating in a fashion tailored the audience and their needsExcellent written communication and presentation skillsDemonstrates experience in working effectively with all levels of staff, clients and other IT personnelExperience in the responsibility for acquiring and utilizing the necessary resources and skills, within agreed parameters of cost, timeframes and quality for a programExperience in proposing and leading strategic initiativesAbility to identify and plan systematic corrective action to reduce errors and improve the quality of the systems and services, by examination of the root causes of problemsDemonstrated ability to provide advice, assistance and leadership in improving the quality of IT projects, by focusing on program definition, management, repeatability and measurementAbility to build, influence, lead and motivate effective teams towards end resultsThe ideal candidate would also have knowledge or experience managing projects for deploying systems using the Agile methodologies.Management prefers applicants with the following:PMP/PgMP CertificationAgile (PMI-ACP) CertificationExperience managing or supervising large complex programs involving legacy system replacement projectsExperience collaborating with State and Local GovernmentExperience in complex, cross-functional team environmentsPublic health experience is a plusProgram Management experience managing multiple large complex projects Required 7 YearsExperience developing business case, Cost Benefit and market analysis Required 5 YearsProven track record of delivering IT projects within budget, scope and schedule.
