Technical Team LeadThis position will work under the direction of the IS&T NFOCUS Management. The Technical Lead will manage medium to large NFOCUS software development projects.The Technical Team Lead role will provide leadership for the DHHS N-FOCUS Cobol and reporting team and will be responsible for approximately 5 to 10 developers. The team provides development, maintenance, enhancements and production support for the Department of Health and Human Services (DHHS) N-FOCUS Application.
N-FOCUS (Nebraska Family Online Client User System) is an integrated system that automates benefit/service delivery and case management for more than 30 Nebraska Department of Health and Human Services (DHHS) programs, including Child Welfare, Aid to Dependent Children, Supplemental Nutrition Assistance Program, and Medicaid.The batch system is coded in Z/OS COBOL and executes in a Z/OS mainframe environment. There are more than 660 procedures, over 720 programs, and over 230 stored procedures. The application generates over 1000 reports using Crystal Reports that are published to a web portal through Business Objects Enterprise software.
Another 100 reports generated independently are published to the portal for viewing.Primary Responsibilities:Provide direction and leadership for the Cobol development and reporting team of approximately 10 staff membersCoordinate and direct workflow within the team; assign priorities and allocate work assignmentsAbility to work cooperatively with other team leaders to coordinate the work of the teamWork with team members on estimating work, determining resource allocation, and making adjustments to schedules as appropriate to assure compliance with deadlinesManage assigned small to large projects utilizing comprehensive project management practicesWork directly with various levels of business and technical staff to determine sound technical alternatives and solutions for business requirementsCoordination of batch production support activities along with the timely and accurate resolution of issuesConfidently handle outage communication with the technical teamsSupport team interaction promoting solid working relationships and conflict resolutionMust be able to provide quality output within tight deadlines and changing priorities and work environmentsProvide instruction and guidance to team members in order to complete the work assignments within accepted system development processes including support and maintenance of technical documentationExperienceBachelor’s degree in IT related field of studyRecent 5+ years of experience leading / managing a small to mid-sized team of mainframe developersCurrent experience with mainframe Cobol, DB2, and the following development tools: TSO, Abend-AID, File-AID, QMF, Xpediter, IDCAMS, Syncsort, Secure File Transfer protocol (SFTP).Current experience with Tableau and/or Crystal ReportingFull technical knowledge of all phases of applications development and the development technologies utilizedStrong organization, planning, problem-solving, and decision-making skillsStrong verbal and written communication skills, including the ability to gather and provide information effectively, regardless of audienceMust be competent in overall PC skills including the use of Microsoft Office products (e.g., Microsoft Word, Microsoft Excel, Microsoft Visio, Microsoft Access, etc.
