Amtrak Pmo Program Manager Senior (Master Scheduler)The bipartisan Infrastructure Investment and Jobs Act (IIJA) provides unprecedented levels of investment for intercity passenger rail. Technology will be a strategic differentiator and a key driver of Amtrak’s success.The PMO Program Manager Senior (Master Scheduler) will support Digital Technology (DT) Capital Planning (Project Portfolio Management) to ensure successful project execution and adherence to schedule management requirements.

The role involves supporting schedule management compliance, particularly for the IIJA portfolio and the transition to the Enterprise Project & Portfolio Management (EPPM) platform.A successful candidate must have an expert level of schedule management capabilities, excellent communication skills, great attention to details, and a can-do attitude.

Experience with Scaled Agile Framework (SAFe), grants compliance, financial forecasting, and process automation is strongly preferred.Key responsibilities include:Develop integrated master schedules and project budget baselines using standard toolsEnsure schedule management compliance, specifically for the IIJA portfolio. Ensure adherence to schedule management requirements, including IIJA grants terms and conditions, Government Accountability Office (GAO) and Defense Contractor Management Agency (DCMA) Scheduling guidelinesAct as the subject matter expert for schedule management to support the transition from Microsoft Project to Masterworks as the Enterprise Project & Portfolio Management (EPPM) platformDevelop schedule management templates to support Scaled Agile Framework (SAFe) adoption while ensuring compliance with IIJA and other industry standard scheduling guidelinesEssential functions:Collaborate with project managers and stakeholders to develop and maintain the master schedule, ensuring alignment with project objectives and milestonesIntegrate cost and schedule data, as well as information from vendors and external entities, to facilitate schedule and budget performance reportingDevelop reporting mechanisms, dashboards, and presentations for portfolio performance indicators, providing executive-level decision supportAssist Project Managers with ongoing schedule and log maintenance, and conduct baseline reviews of project schedules in accordance with industry standardsPerform schedule analysis, identifying critical path activities, schedule risks, and potential conflicts, and provide recommendations for mitigationImplement schedule change control processes, including the evaluation of change requests, impact analysis, and updates to the master scheduleMonitor project progress and track actual performance against planned schedules, identifying deviations and implementing corrective actions as necessaryConduct regular schedule reviews and audits to verify compliance with schedule management guidelines and industry standardsFacilitate coordination and communication among project teams to resolve scheduling conflicts and dependenciesDevelop and deliver training programs and workshops to educate project teams on schedule management best practices and toolsCollaborate with finance and procurement teams to integrate cost estimates, resource allocations, and procurement schedules into the master scheduleMinimum qualifications:PMP in good standingBA or BS degree in a relevant fieldMinimum 9 years of relevant work experience with a Bachelor’s degree or any equivalent combination of education and work experienceMust be an expert user in SharePoint, Microsoft Project, and Primavera/Oracle PPM toolsMust be an expert user in Excel and comfortable working with large data sets.
