10+ years leading mainframe development for member enrollment/lifecycle systems (Commercial, Medicaid, Medicare) in regulated healthcare environments, owning the full SDLC from requirements through production support.
- Drive architecture and design of member management capabilities — enrollment, eligibility, plan management, disenrollment — translating complex business requirements into scalable technical solutions.
- Deep technical proficiency in COBOL, JCL, VSAM, IMS DB/DC, DB2 for z/OS, REXX, and z/OS utilities (SORT, IDCAMS, IBM File Manager), plus version control/change management tools (ChangeMan, Endevor, Git).
- Apply healthcare regulatory expertise , including EDI transaction sets and HIPAA compliance.
- Lead and mentor high-performing teams , managing onshore-offshore delivery, cross-time-zone coordination, and sprint/release reporting.
- Own production reliability : perform root-cause analysis on incidents, drive corrective/preventive actions, and enforce coding standards and quality benchmarks.
- Manage delivery risk and stakeholder communication — identifying bottlenecks, mitigating delays, and serving as the primary technical liaison to business stakeholders.
