Job Summary

Under general direction, this position works in the area of theUniversity Police Department as a certified Class 1 Constable.Serves as a leader within the Police Department and managing thegeneral police services for an entire squad, both A and B shifts.Position is responsible for planning, organizing, directing andsupervising the daily administrative and operational activities ofa squad and supervising the enforcement of federal, state and locallaws, along with University rules and regulations to maintain orderand ensure a safe and orderly environment for students, faculty,staff and visitors. The scope of the position is to maintain order, protect life,safety and property; enforce University regulations, and state andfederal laws; and provides general public safety assistance tostudents, faculty, staff and visitors at Furman University as astate certified Class 1 Constable

Job Description

Job Duties

  1. Ensure efficient and effective routine daily operation ofassigned squad. Assist subordinates in performance of duties;review cases with subordinates as appropriate, and provide guidanceand direction.
  2. Ensure compliance with the Campus Safety (Jeanne Clery) Act andTitle IX.
  3. Interact routinely with and provide assistance to members of theUniversity community, visitors and allied first responders, i.e.:fire, medical and other police personnel; assist allied criminaljustice agencies in the service of criminal and civil subpoenas andother court orders.
  4. Deter and prevent crime by patrolling buildings, facilities,properties and other areas in the immediate vicinity of FurmanUniversity; observe, report and/or remedy unsafe or problemsituations and assist in identifying health and safetyhazards.
  5. Respond promptly to calls for service, including: alarms,requests for medical assistance, critical incidents, trafficcollisions, reports of criminal activity and otheremergencies/non-emergencies; complaints; and criminal activity;conduct searches of persons, places and things possibly seizing andimpounding property and evidence where appropriate.; arrest,detain, or subdue resisting offenders using justified andreasonable force where appropriate;mediate disputes; conduct investigations as appropriate; andcommunicate vital information including emergency messages asrequired.
  6. Protect crime scenes; conduct face to face and phone interviews;observe, gather records, process and preserve evidence; presenttestimony and evidence in court.
  7. Prepare detailed written reports and review and approve writtenreports from squad.
  8. Plan and organize campus safety and security procedures; providepublic awareness and community education presentations.
  9. Perform special services to include: providing personal welfareand money escorts, and unlocking rooms or buildings, etc.; directtraffic and/or parking activities; enforce motor vehicle operationand traffic regulations; assist motorists to resolve vehicleproblems; perform crowd control and civil emergency responseduties.
  10. Participate in the preparation of the department budget andmanage allocation of resources.
  11. Develop department long-range goals, objectives and strategicplans.
  12. Complete performance review process with supervisor andemployees to understand job performance expectations and fit intothe department and university goals.
  13. Perform other duties as assigned. Relationships

Work contacts include administrators, faculty, students, staff, thepublic and personnel from a variety of local, state and federalcriminal justice agencies, and other allied public safetypersonnel, i.e.: fire, medical, etc.

Responsibility for Final Decisions

Provides supervision over both sworn and non-sworn personnel;manages, plans, directs and schedules the work of police departmentpersonnel; assures compliance with Furman University PoliceDepartment mission, goals, policies, regulations, directives andgeneral orders; conducts short and long-term planning, organizationand staffing; provides training, counsels subordinates on employeeperformance matters and recommends corrective action asappropriate. May also serve as the acting assistant chief in theabsence of the University Assistant Chief.

Minimum Qualifications

Associates Degree, in a related field and five or more years ofprogressively responsible supervisory/leadership experience; or anyrelevant combination of education, training and experience that provides the required knowledge, skills and abilities. An exampleof this would be a South Carolina peace officer certificate orexperience as a peace officer for a law enforcement agency inanother state or with the federal government and whose trainingconforms to the basic course of this state.

Valid and unrestricted State of South Carolina Driver'sLicense.

Active South Carolina Police Academy certification (or equivalentout-of-state certification) and active SC Class 1 Constablecommission, or ability to obtain prior to employment or within oneyear of service as a condition of employment.

Certified in First Aid, CPR and AED.

Ability to operate a computer and related software.

Knowledge of basic fire protection and control techniques as wellas ability to apply them in emergency situations.

Ability to establish and maintain effective working relationshipswith students, employees and the general public.

Knowledge of: organizational leadership principles, current trendsin law enforcement, risk, hazard and vulnerability assessment,South Carolina law; law enforcement practices and techniquesconsistent with training at a POST certified law enforcementtraining academy; institutional security measures.

Employee supervision, development and performance managementskills.

Ability to: learn and interpret University policies and proceduresto be enforced; respond appropriately to sensitive and emergencysituations; communicate effectively; train and direct the work ofPolice Officer, Police Sergeants, and non-certified PoliceDepartment personnel and other University personnel; establishcooperative working relationships with persons contacted in thecourse of performing assigned duties.

Preferred Qualifications

Bachelor's Degree.

Experience within a campus police department.

Working knowledge of the Jean Clery Act and Title IX.

Work Conditions

Will be subject to rotating shifts, unusual work hours, and "oncall" work; standing and walking for extended periods of time;personal danger while enforcing the laws and dealing with emergencysituations; and exposure to disease in the administration of firstaid Regular exposure to outside weather conditions. Required tolift a 165 lb. body unassisted.
