Job Description:
Coppin State University is seeking a highly experienced andstrategic Lieutenant to provide leadership and oversight within theUniversity Police Department. The Lieutenant serves as a senior lawenforcement professional with subject matter expertise in policereform and is responsible for advancing departmental objectivesthrough effective leadership, employee engagement, performancemanagement, recruitment, and professional development.
The Lieutenant plans, develops, and implements strategies, goals,and objectives that support the department’s operational andstrategic priorities. This position oversees operations, workflow,projects, and systems with significant strategic impact whileensuring compliance with applicable laws, regulations, Universitypolicies, and police reform initiatives.
The Lieutenant participates in strategic planning, establishes andenforces departmental processes and practices, and is accountablefor operational and financial resources within their area ofresponsibility. The position exercises substantial independentjudgment and managerial authority, with significant latitude tomake decisions and act on behalf of senior leadership as needed.The Lieutenant provides expertise and recommendations toupper-level University leadership on personnel, financial,operational, and significant strategic matters.
Responsibilities:
- Direct and oversee all Support Services Bureau operations,including records, training, fleet, equipment, quartermaster,logistics, procurement, and administrative functions to ensureoperational efficiency and accountability.
- Manage all contract security personnel assigned to on-campusand off- campus locations, oversee security staffing for universityevents, including athletic events, and coordinate services withcontracted security vendors to ensure effective coverage andperformance.
- Develop and maintain departmental policies and procedures whileensuring compliance with IACLEA standards, CJIS requirements, MPCTCregulations, University policies, and applicable federal and statelaws.
- Supervise assigned personnel through performance management,coaching, scheduling, and professional development while overseeingdepartmental training programs and certification compliance.
- Perform additional duties and special projects as assigned bythe Chief of Police or designee in support of departmental andUniversity operations.
Minimum Qualifications:
EDUCATION
- Graduation from an accredited college or university with adegree in Criminal Justice, Public Administration, BusinessAdministration, Emergency Management, Homeland Security, or aclosely related field. An equivalent combination of education andexperience may be considered in accordance with Universitypolicy.
EXPERIENCE
- A minimum of seven (10) years of progressively responsiblesworn law enforcement experience, including at least three (3)years in a supervisory capacity at the rank of Sergeant orabove.
- Experience managing administrative support services, securityoperations, training, accreditation, policy development, recordsmanagement, or similar law enforcement programs is required.
- Must possess and maintain certification as a police officerthrough the Maryland Police and Correctional Training Commission(MPCTC) or be eligible for Maryland certification throughreciprocity or comparative compliance.
- Must possess and maintain a valid Maryland Class C driver'slicense and successfully complete all required annual in-servicetraining and firearms qualifications.

- React quickly and effectively to physical confrontations andemergency situations.
- Perform tasks requiring dexterity, agility, and physicalcoordination.
- Observe, identify, and recall visual details accurately.
- Hear and understand verbal communications, including policeradio transmissions.
- Perform multiple physical tasks simultaneously under stressfulconditions.
- Safely operate a motor vehicle.
- Qualify with and proficiently use department-authorizedfirearms and defensive
weapons. - Wear required uniforms, personal protective equipment, andother safety equipment
for extended periods. - Wear and effectively use a respirator when required.
- Communicate clear and effectively in person, by telephone,and over a police radio.
