Position Overview
Primary Purpose of Position
The primary purpose of this position is to serve as a senior legalparaprofessional and business operations lead for the Division ofLegal Affairs, Risk and Compliance ( DLARC ), performingsubstantive legal support work for the Office of Legal Affairs (OLA ) while administering the division’s records, financial, andoperational functions and providing executive-level support to theVice Chancellor for Legal Affairs, Risk and Compliance and GeneralCounsel. The position performs legal paraprofessional work of substantialcomplexity under the general direction of the General Counsel ordesignee. This includes conducting independent legal and factualresearch and analysis; drafting substantive legal documents,correspondence, and memoranda; assisting in the preparation andmanagement of actual and potential litigation; administering thedivision’s contract intake, review tracking, and executionprocesses; and coordinating with outside counsel and the NorthCarolina Attorney General’s Office on matters handled on behalf ofthe University. Work requires independent judgment in theidentification of legal issues, the organization of case and matterfiles, and the escalation of time-sensitive or high-exposurematters to the appropriate attorney. The position serves as the University’s primary public recordsofficer, with responsibility for the intake, tracking, andfulfillment of public records requests in compliance with Chapter132 of the North Carolina General Statutes. This includescoordinating record searches across University units, conductingprivilege and confidentiality review, applying statutory exemptionsand preparing redactions in consultation with OLA attorneys,monitoring statutory and internal response deadlines, andmaintaining the division’s records in accordance with theapplicable State retention and disposition schedules. The positionfurther administers litigation holds and maintains confidentiallegal and investigative files, ensuring the accuracy, security, anddefensibility of the division’s records. The position administers the financial and business operations ofthe division, including preparing and monitoring divisional budgetsacross multiple funding sources, reconciling expenditures,processing purchases and travel, and administering lease and vendoragreements in coordination with the Office of Budget and Planningand other campus units. The position compiles budget reports andanalyses, monitors expenditures against divisional objectives, andidentifies variances and compliance concerns for the ViceChancellor’s attention. The position also provides executive support to the ViceChancellor, managing a complex calendar, coordinating high-levelmeetings and special events, arranging travel, preparing agendasand briefing materials, and drafting correspondence with a highdegree of independence and discretion. The position serves asadministrative support to the N.C. A&T Board of Trustees’ RiskManagement and Audit Committee, coordinates divisional humanresources actions on behalf of the Vice Chancellor, and serves asthe division’s Emergency Action Plan Coordinator and SECCrepresentative. Given the nature of the work, the position requires exceptionaljudgment, discretion, and attention to detail, and the ability to manage concurrent legal, records, and financial matters understatutory and court-imposed deadlines in a high-volume,high-visibility environment. This position is essential to thedivision’s legal service delivery, its statutory records complianceposture, and its operational continuity.
Primary Function of Organizational Unit
The Division of Legal Affairs, Risk, and Compliance supports NorthCarolina A&T’s academic mission and strategic plan by workingcollaboratively with institutional and external partners to ensurean understanding of and adherence to the university’s ethical,legal, and regulatory responsibilities. The Division of LegalAffairs, Risk and Compliance ( DLARC ) consists of the Office ofLegal Affairs ( OLA ), the Office of Compliance and Enterprise RiskManagement, and the Title IX Office. OLA provides comprehensive legal advice and assistance to the N.C.A&T Board of Trustees, the Chancellor, the other senioradministrators of the University, and through them, theUniversity’s faculty and staff, only on legal matters involving oraffecting the institution. OLA advises the University on the legal implications of proposedpolicies and actions and on compliance with state and federal laws,regulations, and UNC policies. OLA drafts and reviews Universitycontracts and other legal documents and is also available toprovide educational services, including training programs on legaland policy matters, for any University constituency. OLA is responsible for selecting, engaging, and supervising anyoutside counsel engaged by the institution and coordinates alllitigation conducted by the North Carolina Attorney General’sOffice on behalf of the University. No attorneys other than thosein the Office of Legal Affairs, outside counsel engaged by OLA, orthe NC Attorney General’s Office are authorized to provide legaladvice to the University.
Minimum Requirements
Bachelor’s degree in paralegal studies, legal studies, publicadministration, business administration, or a related disciplinefrom an appropriately accredited institution, and three years ofprogressively responsible experience in a legal, compliance, orpublic sector administrative environment; or an equivalentcombination of education and experience.
Preferred Years Experience, Skills, Training,Education
Bachelor’s degree in paralegal studies or legal studies, or a aparalegal certificate from an ABA -approved or appropriatelyaccredited program, and five years of progressively responsibleexperience in a legal, compliance, or public sector administrativeenvironment. Preference will also be given to candidates with experienceadministering public records requests under a state public recordsstatute; experience with contract administration, litigationsupport, or coordination with outside counsel; experience in a higher education or public sector legal office; and currentcertification through NALA, NFPA, or a comparable paralegalcredentialing body.
