Position Description
The IS Lead Technical Project Manager HQ leads complex,cross-functional technology projects and coordinated programs involvingmultiple business functions, technical teams, vendors, systems, anddependencies. This role is responsible for direct project delivery whilealso supporting technology roadmapping, project intake, prioritization,resource planning, and portfolio coordination. The position provides functionalleadership to other project-management resources through mentoring, workreview, coaching, and improvement of project-delivery practices. The role is intended to provide a development path intoformal project-management leadership and, over time, a Manager orDirector-level technology delivery position.
Essential Duties and Responsibilities
- Leadcomplex technology projects and coordinated programs from initiationthrough implementation, stabilization, and transition to operationalsupport.
- Developintegrated plans covering scope, schedule, budget, resources, technicaldependencies, vendors, testing, training, implementation, andorganizational readiness.
- Coordinatedelivery across enterprise applications, infrastructure, cybersecurity,data, integrations, service delivery, construction technology, andbusiness teams.
- Identifytechnical, operational, resource, and organizational risks and drivetimely mitigation, escalation, and decision-making.
- Leadimplementation-readiness, cutover-readiness, and post-implementationreviews.
- Supportthe development and maintenance of the technology roadmap by identifyingproposed initiatives, dependencies, timing, resource needs, risks, anddelivery options.
- Participatein project intake, prioritization, annual planning, capacity planning, andportfolio-review activities.
- Recommendwhen initiatives should be clarified, phased, combined, rescoped, delayed,or escalated for leadership review.
- Leadthe stabilization or recovery of assigned projects that are materially atrisk.
- Mentorand coach project managers, project coordinators, analysts, and otherdelivery personnel.
- Reviewproject plans, schedules, status reports, risk registers, implementationplans, and executive communications prepared by less-experienced teammembers.
- Helpestablish and improve project-management standards, templates, governance,reporting, and delivery practices.
- Providefunctional direction to assigned project resources and coordinate workacross projects with shared teams, vendors, systems, or stakeholders.
- Presentproject health, financial status, risks, decisions, trade-offs, andrecommendations to business sponsors, IS leadership, and executivestakeholders.
- Managevendor deliverables, statements of work, implementation plans, forecasts,budgets, and contractual commitments.
- Act asa delegate for the IS Project Management Lead during designated projectreviews, planning sessions, or portfolio meetings.
Decision Authority
The IS Lead Technical Project Manager may:
- Establishdelivery expectations and governance for assigned initiatives.
- Challengeunrealistic schedules, budgets, resource assumptions, status assessments,and vendor commitments.
- Requirecorrective-action plans for inadequate project controls, reporting, orimplementation readiness.
- Recommendchanges to project scope, sequencing, resources, governance, or deliveryapproach.
- Escalateunresolved risks and decisions to the appropriate IS or business leader.
- Recommendproject-management resource assignments and development actions.
- Recommendthat an initiative be paused or reevaluated when critical sponsorship,funding, resources, technical prerequisites, or operational ownership aremissing.
Final authority for enterprise strategy, funding, portfoliopriorities, organizational structure, and formal personnel actions remains withthe appropriate IS and business leaders
Required Qualifications
- Bachelor’sdegree in information technology, business, engineering, constructionmanagement, or a related field, or an equivalent combination of educationand relevant experience.
- Ten ormore years of experience in technology project management, programmanagement, enterprise systems delivery, or technology consulting.
- Demonstratedexperience leading large, complex, cross-functional technologyinitiatives.
- Experiencecoordinating multiple related projects, workstreams, technical teams, orvendors as an integrated program.
- Workingknowledge of enterprise applications, infrastructure, cybersecurity, data,integrations, cloud services, and operational support.
- Experiencesupporting technology roadmaps, project intake, prioritization, portfolioplanning, or resource-capacity
- Experiencementoring, coaching, or reviewing the work of project-management ordelivery personnel.
- Experiencemanaging project budgets, forecasts, vendors, consultants, statements ofwork, and material project changes.
- Strongexecutive communication, facilitation, negotiation, conflict-resolution,and decision-making skills.
- Demonstratedability to lead through influence and establish accountability acrossorganizational boundaries.
- PMPcertification or equivalent accredited project or program-managementcertification.
Preferred Qualifications
- Experiencein construction, engineering, real estate, manufacturing, utilities, oranother project-based and field-intensive industry.
- Experiencewith ERP, PMIS, financial systems, infrastructure, cybersecurity, cloud,data, integration, or field-technology initiatives.
- Experienceimproving project-management standards, governance, reporting, or deliverypractices.
- Experiencewith project recovery, organizational change management, agile delivery,or business-process improvement.
- Previousexperience as a team lead, functional lead, supervisor, or acting manager.
