Description
PENDING CONTRACT AWARD
Mission Objectives: Provide executive-level cybersecurity oversight, ensure continuous ISSO coverage across the enterprise, and ensure compliance for all assigned FISMA Moderate systems within the Enterprise General Support System (GSS) authorization boundary.
Position Responsibility Summary: Serve as the primary point of contact for cybersecurity matters and the overall lead for TeAM's ISSO support. The Lead Senior ISSO will own a dedicated portfolio of systems while reserving approximately 30% capacity for enterprise quality assurance, governance, and stakeholder coordination.
Specific Responsibilities:
- Responsibility 1: Serve as the primary interface with DFC stakeholders and lead the contract's cybersecurity execution.
- Responsibility 2: Manage a dedicated portfolio of approximately six systems, executing the full Risk Management Framework (RMF) lifecycle cradle-to-grave.
- Responsibility 3: Participate in enterprise governance forums, including weekly ERB, CCB, and CAB meetings.
- Responsibility 4: Conduct milestone gate reviews and deliverable QA across all 32 enterprise systems to ensure deficiencies are caught prior to submission.
- Responsibility 5: Maintain the program's risk/issue register and oversee the Information Security Continuous Monitoring (ISCM) strategy.
Position Requirements
Minimum Required Qualification: (These qualifications are mandatory for consideration)
- Experience: 10+ years of federal/DoD cybersecurity experience, including 5+ years performing ISSO, ISSM, or CISO duties, and 3+ years leading multi-person cybersecurity teams. Must demonstrate RMF lifecycle execution for FISMA Moderate systems, ISCM program development/oversight, and Vulnerability/POA&M management.
- Education and Credentials: Bachelor’s degree (or equivalent); Active CISSP plus CISM or PMP certifications.
Optional/Value-added qualifications: (These qualifications are desirable but not required)
- Optional/Value-added Experience: Proficiency in FedRAMP and Cloud security operations; advanced CSAM, Splunk, and ServiceNow usage.
- Optional/Value-added Additional Credentials: Relevant master's degree or additional advanced IAM Level III certifications.
Duty Location: DFC Headquarters (1100 New York Avenue NW, Washington, DC) / Remote
Work Arrangement: Hybrid (Onsite 2 days per week, remote otherwise)
Work Hours: Full-Time (40 hours/week)
Minimum Security Clearance Required: Top Secret or Higher/ Tier 4 Eligibility
