MissionsWithin the Governance and Valorization of HR Data Mission (MGVD) of the Human Resources Policy Service (SPRH), you will participate in the implementation of HR data governance. In this role, you will be responsible for:Implementing the HR Data Usage Committee (CUSAD-RH), in liaison with the Information Technology and Human Resources Department (DSI-RH):Analyzing requests for sharing, opening, or reusing HR data at the ministerial or interministerial level to verify legal compliance (GDPR, data law, etc.)Conducting active legal surveillance on data rights, maintaining necessary documentation for database transmissionContributing to the preparation of the HR Data Usage Committee (CUSAD-RH): preparing communications to various system managers, etc.Supporting business operators and information system managers in applying current laws in their systemsContributing to the development of internal procedures related to data sharing and governanceParticipating in discussions related to the governance framework of data at the HR-MD (defining the statuses of roles and governance instances, organizational mode, etc.)Coordinating the data governance approach of the HR-MD by organizing and animating the network of "data owners" for various data domains of the direction.Profile SoughtHolder of a master's degree in law, the candidate has experience in the data field, preferably in a ministerial or public environment. Ensuring compliance with current laws, the candidate has a good understanding of the issues related to translating legal developments into data and data architectures. They have the ability to translate strict legal constraints into operational solutions for the mission. They are able to provide legal advice and support to their counterparts and write documentation requiring an interpretation of legal text. The candidate demonstrates rigor, analytical, synthesis, adaptation, and autonomy skills. They can lead working groups and maintain constructive dialogue with stakeholders with divergent interests.

Skills in managing cross-functional projects are an asset. They are able to assist businesses in formulating the general functional specifications of an information system.
