IT Manager, Enterprise Applications & Data Services (Johns Hopkins Public Safety)
Johns Hopkins Public Safety Information Technology (JHPS IT) supports internal clients including the Johns Hopkins Police Department (JHPD) and provides incident response and service request management to external clients throughout the Johns Hopkins University, Johns Hopkins Health System, and Johns Hopkins Medicine.
Position Summary
We are seeking an IT Manager, Enterprise Applications & Data Services (EADS) who will be responsible for staff management and coordination/oversight of JHPS‑related IT applications, IT databases, and data services. The manager will oversee EADS‑related projects, ensuring scope, quality, time, and cost constraints are met to deliver specified requirements and customer satisfaction.
Key Responsibilities
- Lead day‑to‑day IT service provision for a department or unit and represent departmental leadership in interdivisional meetings.
- Manage projects of varying complexity, including multi‑disciplinary coordination and vendor collaboration.
- Supervise frontline IT professionals, provide technical guidance, and perform hands‑on roles as needed.
Specific Duties & Responsibilities
Strategy & Planning
- Provide input and recommendations for unit plans, implementing them in alignment with leadership direction.
- Implement technology solutions that meet departmental needs while considering the larger institutional technology landscape.
- Assist in establishing budgetary goals and, if required, develop IT operations budget.
- Participate in the establishment of technology policies and practices, ensuring security and regulatory compliance.
Relationship Management
- Represent organizational IT leadership in meetings on IT policies and procedures across the institution.
- Manage customer relationships and ensure adherence to service level agreements.
- Promote a culture of excellent customer service and maintain relationships to better understand needs.
- Maintain ties with colleagues throughout the institution and technology vendors.
- Coordinate with JHPS leadership, IT Managers, and Project Managers on new project estimation and oversight.
Project / Production Responsibility
- Design, develop, and apply technical solutions that satisfy customer needs and support ongoing operations.
- Lead multiple IT projects, including requirements gathering and progression monitoring.
- Participate actively in group delivery of services as required.
- Assist with audit and compliance evaluations related to governance requirements and industry frameworks (CJIS, NIST SP 800.53 rev 4).
- Collaborate with JHPS leadership on statistical methods and analysis.
Staff Management
- Recruit, develop, retain, and manage performance of staff.
- Assign tasks, monitor progress, and provide guidance.
- Perform additional related duties as requested.

Minimum Qualifications
- Bachelor’s Degree
- Five years progressively responsible IT‑related experience
- Additional education may substitute for required experience, per JHU equivalency formula.
Preferred Qualifications
- Two years of supervisory experience is preferred.
- PMP/CSM Certification or similar.
Compensation & Benefits
Starting Salary Range: $85,500 – $149,800 Annually (commensurate with experience). The referenced base salary range represents the low and high end of Johns Hopkins University’s salary range for this position. Exact salary will depend on multiple factors, including geographic location, skills, work experience, education, and market conditions.
